Senior Minister Ieng Mouly, Chair of National AIDS Authority, inspects AIDS prevention and treatment services provision at Chhouk Sar clinic

On the morning of July 30, 2015, Senior Minister Ieng Mouly, Chair of the National AIDS Authority, inspected the work of providing AIDS prevention and treatment services by the Chhouk Sar clinic of the FHI (Family Health International) project and the KHANA organization, under the aegis of the United States Agency for International Development and US President’s Emergency Plan for AIDS Relief (PEPFAR).

The prevention and treatment services have been provided by the Chhouk Sar clinic especially to those compatriots facing the high transmission of AIDS in Phnom Penh. That is, those who used to work or work at entertainment places, those who provide sex services, drug users, and gays. They are encouraged and motivated to come forward to receive the services through customer networks that have been providing services to customers successively, with the coordination of community organizations working directly with those facing high transmission of AIDS.
 
The services provided by this health project are broad special health services of the kind of integration services that include counselling services, HIV blood test, sexually transmitted disease examination and treatment, reproductive health service, HIV viral load examination, supply of medicine against and for treatment of AIDS, including the supply, free of charge, of anti-AIDS medicine.
 
The Senior Minister chatted with and enquired after the patients personally. He asked about the health services they had received, the process of providing the services by health officials and experts as well as by the clinic’s leaders. He also asked about the KHANA organization’s health care project so as to be aware of experiences, difficulties, results obtained, and the possibilities that could be expanded to draw good experiences to be implemented at public health institutions, such as health centers and referral and national level hospitals. He also spoke of the continuous spending in the years ahead in the situation where overseas financial aid would be reduced.
 
In spite of this, the Royal Government, the National AIDS Authority, the Ministry of Health, and relevant institutions remained highly resolved. That is, they had set a great goal to cut new transmission cases down to zero. That is, there would be no more new transmission in 2020. This was the resolute ambition and goal of the Royal Government in the fight against AIDS in our Kingdom of Cambodia.
 
Senior Minister also answered questions posed by reporters about the AIDS cases at Roka commune in Battambang Province’s Sangke District, saying the cases of HIV transmission in Roka Commune was a mistake committed by the individual private doctor himself due to his lack of technique. They were not any other cases as a small group of people had claimed. And the Royal Government and all institutions, from national to local levels, had not just paid attention to offering necessary, important health protection and treatment services and building the base there directly, they had also continued to build roads and infrastructures; provide social protection, moral support, and aid donations, and elevate the living standards of the victim families as well. Moreover, they had taken measures to tighten the quality of private health services to make sure that no any other new cases could take place again like in Roka commune.
