H.E Ieng Mouly, Senior Minister in charge of special mission and Chair of the National AIDS Authority presided over an inter-ministrial meeting seeking solutions related to Incentives provided by the Global Fund
On the morning of March 25, 2015 at the National AIDS Authority Offices, an inter-ministerial meeting was organized under the patronage of H.E Ieng Mouly, Senior Minister in charge of special mission and Chair of the National AIDS Authority.
Participating at this important meeting were NAA top leaders, Excellencies Secretary of State, Under Secretary of State, General Director representing the Ministry of Health, the Ministry of Economy and Finance and the Ministry of Civil Service.
The meeting was reminded that so far Cambodia received financial assistance from the Global Fund for programs to combat HIV/AIDS, Tuberculosis and Malaria and to support health system strengthening. Within that program budget, a portion was allocated for incentives for Government officials assigned to implement these program activities. With decreasing contributions from donor countries, the Global Fund recommends that recipient countries explore the feasibility of fully assisting their own officials who take part in implementing Global Fund programs, from 2017 onward. Because of this H.E Senior Minister convened this meeting.
The decision of the Global Fund will seriously affect the forthcoming implementation of the Global Fund programs and health services provision in combating HIV/AIDS, Tuberculosis and Malaria. Through consultation and exchange, and based on Anukret No 66 dated July 12, 2012 on formulating the budget and priority operation expenditure, the incentive budget line can be only applied when that budget for incentives was included in the Program budget funded by donors when incentives were not paid by the National Budget. In the case that the donor would not afford to further fund incentives, they will be ceased accordingly.
However through the in-depth administrative reform by the Government, the Ministry of Economy and Finance and the Ministry of Civil Service considered especially the case of civil servants of the Ministries of Health and Education. They will be offered function and region based numeration according to their responsibility and actual situation. Furthermore the Government has considered increasing the salary for all civil servants based on national economic ability.
