H.E Senior Minister Ieng Mouly presided over the 70th Global Fund CCC meeting
At 2:00 p.m., January 20th, 2015 at the National AIDS Authority (NAA) headquarters, the 70th meeting of Global Fund Country Coordinating Committee (CCC) was organised under the presidency of H.E Senior Minister Ieng Mouly, Chair of the NAA and the CCC.
Participants attending the meeting were as following:
Global Fund Representative
Members of the Country Coordinating Committee (CCC)
Representatives from relevant Government Ministries/Institutions
Representatives from WHO, and UNAIDS
Development Partners: Representatives from the Embassies of France, Germany, and the US
Civil society, Non-governmental organisations working in HIV/AIDS, Tuberculosis and Malaria, Higher Education Institutions, and the Private sector.
The Proposed Agenda included:
Presentation of the Concept Note on Health System Strengthening (HSS) by the Writing Team;
Update on the Malaria Program
Guiding principles of the Global Fund on incentives according to the new funding model

To begin, His Excellency Senior Minister warmly welcomed all participants and requested the meeting to make comments on the proposed meeting agenda and declare conflicts of interest, if any.
The Meeting listened to a presentation on the Concept Note by the Writing Team. Next Committee members voted to: (1) Support the Concept Note on Health System Strengthening to recruit the Principle Recipient for HSS. The Meeting also heard a summarised testimony on participation in the national dialogue by affected populations.
The Meeting also received an update on the Malaria Programme: (1) Results of the recruitment of sub Recipients for Malaria, A Presentation on the Malaria Concept Note: feedback from Technical Review Panel (TRP) and A restructuring project initiative on Artemisinin for malaria endemic areas.
Then the meeting examined the principle guidelines of the Global Fund on incentives, based on the new funding model by reviewing (1)the previous conditions set for the TB programme budget and the situation of incentive budgets prepared for all projects funded by the new model.
For other business, the meeting discussed the draft annual schedule of CCC meetings for 2015 and the plan of forthcoming Global Fund visits.
At the end of the meeting, H.E Senior Minister expressed his profound gratitude to all participants from Governmental Ministries/Institutions, UN agencies, Development Partners, Civil Society and representatives of affected populations for their active contribution to discussions in the meeting.
