On December 31, 2014, at the National AIDS Authority (NAA) head office in Phnom Penh, a meeting was held under the chairmanship of H. E. Ieng Mouly, Senior Minister in charge of special mission of the Royal Government of Cambodia and Chairman of the NAA. The participants in the meeting composed of Deputy Chairs, advisers, Secretary General, Deputy Secretary Generals, Department Directors and Deputy Directors of the NAA.

After opening the meeting, H. E. Senior Minister asked H. E. Dr. Hor Bunleng, Deputy Secretary General to report on the progress in the General Secretariat in the place of H. E. Dr. Teng Kunthy who was absent.  Then, H. E. Hor Bunleng reported the meeting about activities that need to be further implemented during the next few months including: NSP IV, Progress report to the UN, report on progress and achievements and an observation in Poipet supported by UNWOMEN.

 

H. E. Chairman told the meeting about the current HIV infection cases in Battambang that need to be organized a technical group meeting outside public health by focusing on counseling and home-based care. The people in Rokar commune felt ashamed and upset, he emphasized. As we know, the budget for NGOs would be over today. So the group would be composed of relevant ministries including the Ministry of Social Affairs, Ministry of Education, Youth and Sport and Ministry of labor. We would ask them to arrange additional budget as the people did not want to work anymore when their infection were revealed. We would approach the NGOs such as Caritas and WFP on rice assistance, H. E. Chairman further elaborated.

 

It was clear that the second wave of HIV epidemic can be erupted as what we have seen in Rokar commune. From the cases in Preah Sihanouk province in which 3 seriously ill patients were outside the system and 50 new infection cases in Prey Veng provincementioned earlier by H. E. Dr. Sim Kim San need to be studied properly, H.  E. Chairman highlighted.

 

Furthermore, H. E. Chairman recommended that H. E. Dr. Hor Bunleng submit the request for assistance to the Council for the Development of Cambodia. He also stressed that there would be lot of work to do in the coming new year such as the creation of some standards relating to the use of needles. The case of unlicensed public health service provider like Yem Chhrin needs to be reviewed. So from early next year, our Vice-Chairs could go for the fact finding mission in the provinces to find out more about AIDS.
