H. E. Ieng Mouly, Senior Minister and Chairman of NAA Presides over a NAA Annual Assembly of 2014
On October 22, 2014, at the Office of the Council of Ministers, H. E. Ieng Mouly, Senior Minister, Chairman of NAA presided over an Annual Assembly of the National AIDS Authority for 2014. Also participating were Excellencies and Lokchumteav, Vice-Chairpersons of the NAA, Excellencies and Lokchumteav, Ladies and Gentlemen Heads and Representatives of the AIDS Committees in the Ministries, the State Secretariat, Capital and provinces throughout Cambodia, officials and staff from government institutions and relevant NGOs in total around 150 people.

Progress report on the achievement and performance effectiveness in the fight against AIDS in 2014 presented by H. E. Dr. Hor Bun Leng, Deputy Secretary General, NAA.
Presentation on the Achievement of Phnom Penh Municipality’s AIDS Committee presented by Her Excellency the Committee’s Chair.
Presentation on the Achievement of Battambang Province’s AIDS Committee presented by the representative of the Provincial AIDS Committee.
Presentation on the Achievement of Banteay Meanchey Province’s AIDS Committee presented by the representative of the Provincial AIDS Committee.
Presentation on the Achievement of Siem Reap Province’s AIDS Committee presented by the representative of the Provincial AIDS Committee.
Presentation on the Achievement of Kampot Province’s AIDS Committee presented by the Chairman of the Provincial AIDS Committee.
Presentation on the Achievement of Koh Kong Province’s AIDS Committee presented by the representative of the Provincial AIDS Committee.

In the opening speech H. E. Chairman emphasised the duties and achievements that have been performed and gained over the last year such as:
Co-organized the South and East Asia Regional Workshop on the new funding model of the GFATM joined by around 300 participants from 20 countries and technical partners—UNAIDS, WHO, UNDP, and representatives from relevant Ministries of the Cambodian Royal Government. We were highly praised for jointly organizing the workshop and making it run smoothly and successfully.
Participation in the 20th International AIDS Conference in Melbourne, Australia where Cambodia was applauded by participants especially Prof. Sharon Lewis Co-Chair of the conference on Cambodia's success in the fight against HIV/AIDS.
Field visits to assess the current situation at the grassroots levels in provinces: Uddor Meanchey, Preah Vihear and Stoeung Treng in March, Takeo and Preah Sihanouk in September and October. From those visits we have learnt about the HIV/AIDS service in treatment, care and social support from Ministry of Health officials, staff in non-governmental organizations and officials of sub-national authorities. We also found cases of people living with HIV who were receiving treatment and those who were outside the public health system. From such issues we concluded that the multi-sectoral response to HIV/AIDS must be continued and further deepened.
With permission from H. E. Chairman, H. E. Hor Bun Leng presented item No. 2 of the agenda then Excellencies and officials from relevant Provincial AIDS committees shared with the audience the performance that each province has achieved on items No. 3, 4, 5, 6, 7 and 8. H. E. Tia Phalla, Vice-Chairman of NAA, delivered his presentation to the meeting on Draft Decisions to gain endorsement in the assembly.
H. E. Senior Minister provided a 10-point recommendation on the future direction to be performed in 2015:
Further and more effective cooperation with development partners and further implemention of the 7-point policy set by the Royal Government of Cambodia:
Encourage 100% condom use widely.
Map areas with high risk of HIV transmission.
Encourage HIV testing at locations with high risk of HIV infection regularly and frequently.
Encourage more in depth HIV/AIDS campaigns on safe sex for youth and garment workers via various methodologies including past activities such as training of focal point trainers and peer educators. Develop proper mechanisms to monitor treatment services for migrants.
Incorporate the fight against HIV/AIDS in the Village-Commune Safety Policy.
Strengthen collaboration with development partners including UN agencies to mobilize resources from the international community for the AIDS response program and to utilize the resources effectively and efficiently.
Prepare for talks with the Ministry of Economy and Finance to allocate more national budget to fight HIV/AIDS.
Prepare Cambodia’s candidacy bid to host ICAAP13 in Phnom Penh in 2017.
Prepare the NAA building to be an HIV/AIDS Information Center.
Participate in sharing and exchanging experiences at international events.
Further explore and investigate regular and proper treatment, care, social services and other support provided for people living with HIV/AIDS .
Further research and explore the gap between the number of people who need treatment services and those who have been receiving the services.
Further research the causes of why there are people living with HIV/AIDS outside the system—investigation and treatment are needed.
Strengthen the roles of the AIDS committees at each administrative echelon.
Finally, H. E. Chairman expressed his sincere thanks to all participants who attended the annual assembly and declared the closing of the meeting at 13:00. and invited all participants to have lunch together.
