On December 11, 2014, at the New York Hotel, H. E. Ieng Mouly, Senior Minister, Chairman of NAA and Chairman of the Global Fund Country Coordinating Committee (CCC) presided over the Opening Session of the Health System Strengthening (HSS)  Global Fund Concept Note Consultative Meeting.

 

The workshop was held to debate and share ideas in developing an HSS concept note to actively contribute to the country and global movement of creating a world free of HIV and AIDS, tuberculosis and malaria. Also participating were representatives from WHO, relevant ministries and institutions, embassies, development partners, civil societies, consultants and experts.

 

Speaking at the Opening Session, H. E. Senior Minister Ieng Mouly stressed  the success that has been made with the TB and Malaria Country Dialogue process. From that experience, we can develop an HSS concept note that will enable us to effectively reach people affected by the diseases and deliver the greatest impact that the community needs.

 

Since its inception in 2002, the Global Fund has approved 17 grants for Cambodia, for a total amount of $452 million, out of which $375 has been disbursed to-date. The contribution of GFATM contributes a great deal to advance the achievement of health-related Millennium Development Goals before 2015, H. E. Senior Minister elaborated.

 

In decentralization and de-concentration efforts of the Royal Government of Cambodia funds for social issues such as mother and child health and hygiene have been allocated to commune level through the Commune Investment Plan. In line with this innovative approach, in the development of the HIV concept note, the National AIDS Authority plan to incorporated HIV/AIDS in the CDP/CIP so that 1,621 communes across the country can strategically allocate some funding to the most needy HIV households, H. E. Senior Minister further emphasized.

 

Finally, H. E. Senior Minister wished all participants with 4 gems of Buddha blessing—longevity, nobility, healthiness and strength and declared the meeting open.
