On November 10, 2014, at the National AIDS Authority (NAA) head office in Phnom Penh, a meeting was held under the chairmanship of H. E. Ieng Mouly, Senior Minister in charge of special mission of the Royal Government of Cambodia and Chair of NAA. The participants in the meeting were the Deputy Chairs, the Secretary General, the Deputy Secretary Generals and the Department Directors and Deputy Directors of the NAA and H. E. Dr. Or Vandine, Director General for Health, representative of H. E. Mam Bunheng, First Deputy Chair of the NAA.

After listening to the report of the General Secretariat delivered by H. E. Dr. Teng Kunthy, H. E. Senior Minister asked H. E. Dr. Sim Kimsan to report on the concert organized by NAA during the Water Festival and the preparation for the World AIDS Day on December 1st. Then, Dr. Ros Seilavath and H. E. Dr. Tia Phalla delivered their reports on monitoring HIV/AIDS at the local level and the implementation of the Global Fund Projects. The budget cut and some issues relating to rules and regulations put forward by the Global Fund have affected project implementations, H. E. Tia Phalla elaborated.
H. E. Senior Minister emphasized the concern that a second wave of the HIV/AIDS epidemic could emerge among young people, garment workers and migrant workers. Research on the differences in the data of AIDS patients and people who receive treatment as well as people living with AIDS who are out of the system needs to be done by the NAA top management team, H. E. Senior Minister added.
H. E. Dr. Or Vandine, representative of H. E. Mam Bunheng expressed her support on the concern of the second wave of HIV/AIDS raised by H. E. Senior Minister and the strategy that the NAA had put forward so far.
H. E. Senior Minister expressed his appreciation to all NAA management team and officials for their efforts in organizing the plenary meeting of the NAA, the annual general assembly and the concert during the Water Festival. He also encouraged the top management team to further maintain ethical values and strengthen internal solidarity toward effectiveness in performing their duties and avoid negative activities that cause institutional inertia.
