Working Meeting between Senior Minister with TA on Human Resources

On October 21, 2015 at 1530 at the National AIDS Authority Headquarters, Senior Minister Ieng Mouly, Chair of the National AIDS Authority, permitted Sam Plummer, director of Human Resources Management of the Institutional and Organizational Capacity Development, and Pak Kimchoeun, researcher and technical adviser of the French 5% France Expertise Internationale, to meet and present an initial report on study and researchconducted by them. Based on contract concluded with the CCC/GFATM (Coordinaing Committee for Cambodia/Global Fund to Fight AIDS, Tuberculosis and Malaria), the work they have carried out is to conduct study and research on human resources management of the Ministry of Health’s office receiving aid directly from the Global Fund by entering into direct contact and conducting study with representatives of the Ministry of Health (heads of the Personnel Department, Technical Department, and Administrative and Financial Department), Ministry of Civil Service and Ministry of Economy and Finance. As a result, the advisers have prepared the initial report outlining the transfer of the GFATM Human Resources Funding Transition Plan, with different options and with merits and demerits of each option as well as solutions aiming at maintaining sustainability, harmonization, and support for the implementation of the post-2017 Global Fund projects. The report was also illustrated with slices with the aim of requesting support from the Senior Minister.
