
In the afternoon of 18 December at the National AIDS Authority Headquarters, His Excellency Ieng Mouly, Senior Minister in charge of special mission, Chair of the National AIDS Authority, and Chair of the Coordinating Committee for Cambodia, presided over and led an interinstitutional workshop to consider, study, and prepare a plan to transfer expenses package for human resources in the Global Fund’s project as costs responsibility to the Royal Government of Cambodia from 2017.
This workshop was attended by His Excellency Secretary of State of the Ministry of Public Functions; Their Excellencies, ladies, and gentlemen representing the Ministry of Economy and Finance; leaders of specialized units of the national program for fighting aids, tuberculosis, and malaria of the Ministry of Health; members of the Coordinating Committee for Cambodia; the agency overseeing funding for the implementation of the Global Fund’s projects, and technical advisers.
It is worth recalling that donor countries providing funding to the Global Fund have considerably reduced aid to this Fund, affecting the assistance and support for the program project for fighting against AIDS, tuberculosis, and malaria in aid recipient countries all over the world, including Cambodia. Owing to the funding shortage over the next years, the Global Fund has asked all the aid recipient countries to ensure expenses for all the staff in order to further receive funding for program projects from the Global Fund to battle the three diseases of AIDS, tuberculosis, and malaria in the years to come. Therefore, Cambodia should prepare the plan, by 2015, to assume the responsibility for the payment of its staff, directly using the national budget for 2017 and the next years.
The workshop studied and considered varied possibilities to enable the national program for fighting AIDS, tuberculosis, and malaria to carry on activities of the program in further eradicating the three diseases and promoting the citizens’ health.
