
His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority and of the Coordinating Committee for Cambodia, led a meeting, with the participation of approximately 60 members, at the National AIDS Authority Headquarters at 1400 on December 15, 2015 to consider and discuss some following issues:
1. To approve the membership of the new members of the Coordinating Committee for Cambodia, with representatives of:
- The Royal Government consisting of the National AIDS Authority; the Ministry of Health; the Ministry of Interior; the Ministry of Education, Youth, and Sports, and the Ministry of Economy and Finance.
- The embassies of Global Fund-funded countries, consisting of the United States, Germany, and France.
- The community of people living with HIV, tuberculosis, and malaria.
- Some civil society and faith-based organizations.
2. To update the signing and implementation of the Global Fund’s new funding model. Of late, the Coordinating Committee for Cambodia prepared concept notes for four project proposals to request US$93 million in funding for the period from October 2015 to December 2017. Those documents have already been approved by the Global Fund and signed off by all the concerned parties.
3. To introduce the strategy of organizing a long-term human resources plan. The meeting listened to a report presented by the technical adviser on transitional measures, to be carried out from the beginning of 2016 to the end of 2017, requiring that incentive be reduced by 50% from 2016 onwards. As regards the issue concerning the contract officials of the Global Fund, according to an agreement reached with the government, the Global Fund has accepted the same number of all the contract staff for 2016. However, the number of those officials will be cut off 50% in 2017 and reduced completely in 2018. The other points on the agenda include:
4. To update the RSC meeting of the RAI aid project. 5. To update the situation concerning the key affected population. 6. To listen to the report of the Administrative Committee. 7. Miscellaneous issues: the presentation of Certificate of Appreciation to the members of the Coordinating Committee for Cambodia for their efforts in work performance in the previous mandate.
