His Excellency Senior Minister Ieng Mouly, Chair of National AIDS Authority, presides over a Dialogue on―Measuring the Sustainability of the National HIV and AIDS response: Applying the Sustainable Index and Dashboard
On the morning of October 20, 2015, at InterContinental Hotel, a Dialogue on Sustainaibility of National HIV/AIDS Response in Cambodia was held under the presidency of Ieng Mouly, Senior Minister and Chair of the National AIDS Authority. Attending the event as key speakers at the opening session were: Dr. Robert Newman, Country Director of the US Centers for Disease Control and Prevention of the US Embassy, and Ms. Marie-Odile Edmont, UNAIDS Country Drector to Cambodia. This dialogue was organized under the cooperation between the National AIDS Authority, the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), and the UNAIDS. The dialogue was also participated by representatives of the Ministry of Health, Ministry of Planning, and Ministry of Economy and Finance as well as the sectors involved in the fighting against and response to HIV/AIDS, including representatives of friendly embassies, development partners, United Nations, nongovernmental organizations, and group of the most affected population. The purpose of this dialogur was discussing the use of indexes and dashboard to measure the sustainability of the response to HIV/AIDS, focusing mainly on the following key points: 1. Governance, leadership, and accountability. 2. Health system and services provision. 3. Effective strategic investment and sustainable financial provision. 4. Strategic information. Despite the fight against the spread of HIV/AIDS having achieved praiseworthy success in the past, to further get rid of the virus and disease, we should spend lengthy time, persistent efforts, and lots of stable resources. The Senior Minister stated, our Cambodia should be proactive in formulating financial plans to make national programs sustainable and strengthening the whole health systems by incorporating, intertwining, and harmonizing them. We should map out strategies emphasizing on investments and programs. That is, programs should be designed right to the point and intervention directed right to the targeted victims and high risk areas. Before declaring the dialogue officially open, the Senior Minister profoundly thanked the US Government, the U.S. President's Emergency Plan for AIDS Relief, the US Centers for Disease Control and Prevention, and the UNAIDS for having initiated this important consultative meeting.
