His Excellency Ieng Mouly, Senior Minister in charge of special mission and Chair of National AIDS Authority, meeting with delegation of US President’s Emergency Plan for AIDS Relief (PEPFAR)

In the afternoon of July 13, 2015 at the National AIDS Authority Head Office, H.E. Ieng Mouly, Senior Minister in charge of special mission and Chair of National AIDS Authority, joined by NAA leaders, held a working meeting with a delegation of US President’s Emergency Plan for AIDS Relief (PEPFAR).

The US delegation consisted of:
  • Ÿ The Global AIDS Coordinator;
  •  ŸThe US Centers for Disease Control & Prevention (USCDC), and
  •  ŸThe US Agency for International Development (USAIDS).

The intent of the US delegation’s visit this time was to hold discussions with the Royal Government of Cambodia and concerned parties in connection with perspectives and critical needs for long-term sustainability in the fight against and response to AIDS in Cambodia.

H.E. Senior Minister informed the US delegation of the Royal Government of Cambodia’s efforts in leading and coordinating multi-sectoral fight against and response to AIDS in Cambodia by introducing political objective, national strategic plan, and multi-sectoral action project of the country in agreement with burden, problems, available resources, and the global context to fight against and respond to AIDS.As a result, we have achieved successes and gained praises from the United Nations for the brilliant successes and achievements that Cambodia has scored.

Between 2011 and 2014, new cases of HIV transmission declined to 694 from 1,055, while the deaths from AIDS to 2,783 from 3,010 people. Moreover, the prevalence rate of those living with AIDS among the citizens, aged between and 15 and 40, has declined about 0.81 percent to just 0.76 percent.

The Royal Government has approved a package budget of about US$3.7 million, for 2015 to 2017, as contribution to Global Fund to purchase anti-HIV medicine for the Ministry of Health to provide treatment services to HIV/AIDS patients in Cambodia.

H.E. Senior Minister requested the US side to provide assistance and support to the development and strengthening of cooperation with the National AIDS Authority, an institution endowed with coordinating role and duty in the multi-sectoral fight against and response to AIDS with long-term sustainability and effectiveness.

Spending huge financial resources, albeit effective, is still unable to offer long-term guarantee. Only permanent coordinating system can fight against and respond to AIDS and move towards eradicating the disease transmission for good.
