H.E. Ieng Mouly, Senior Minister and Chairman of NAA Presides over an Ad-Hoc CCC ExCom Meeting

On September 1, 2014, H.E. Ieng Mouly, Senior Minister, Chairman of NAA and Chairman of Country Coordination Committee (CCC) presided over an Ad-Hoc CCC ExCom meeting.
 
The participants in that meeting composed of: 1) Ms. Nicole Delaney, Senior Fund Portfolio Manager, South and East Asia Team of GF, 2) Ms. Ximena Navia Henao, Program Officer, South and East Asia Team of GF, 3) Jan de Jong, Local Fund Agency 4) Mr. Daniel P. Dimick, Vice-Chairman of CCC, 5) Dr Dong-Il Ahn, WHO Representative, Vice-Chairman of CCC, 6) Ms. Marie-Odile Emond, UNAIDSCountry Coordinator, Member of CCC, 7) Mr. Sok Thim, Executive Director of CHC, Co-Chair of the Oversight Committee, 8) Ms. Inga Oleksy, GF Liaison Officer, USAID, Co-Chair of the Oversight Committee and 9) Dr. Chiv Bunthy, Secretary of CCC.
 
The agenda of the meeting were as follows:
  1. New Funding Model explanation by Nicole Delaney
  2. Q&A Session.
 
In the New Funding Model, the Global Fund pledged to fund an amount of 148.8 million dollars in the fight against HIV/AIDS, TB and Malaria in Cambodia for three and a half years. For now, the above-mentioned fund will be extended for four years.
 
In question and answer session, many questions have been raised to the GF delegation. Some of them are as follows:
  • Willingness to pay: has sufficient information been provided (in the TB CN submission) to meet the GF criteria or is additional information required (in general, beyond the need for an additional contribution for HIV obviously)
  • Performance targets both for the lower budget implementation period under current grant and under the CN implementation
  • Budget review management
  • Contractual arrangements during the transition period, with PR and between PR and SRs
  • Clarification of role and responsibilities between LFA and GFA and how to minimize the duplication and admin burden
  • Expected timeline between CN submission and grant signature, etc.
