On June 19, 2014, at the Office of the Council of Ministers, H.E. Ieng Mouly, Senior Minister, Chairman of NAA presided over the First Plenary Meeting of the National AIDS Authority in 2014 with the participation of Excellencies and Lokchumteav, Vice-Chairpersons of the NAA, Excellencies and Lokchumteav, Ladies and Gentlemen Heads and Representatives of the AIDS Committee in the Ministries, State Secretariat, Capital and provinces throughout Cambodia, officials and staff from government institutions and relevant NGOs around 145 people.
The agenda of the meeting was as follows:
Opening remarks by H. E. Senior Minister, Chairman of the NAA.
Presentation on Progress in Response to HIV in Cambodia in 2012 and 2013 by H. E. Hor Bunleng, Deputy Secretary General of the NAA.
Presentation on the Contribution in Achieving the 3.0 Goals in Cambodia by H. E. Dr. Tia Phalla, Vice-Chairman of NAA.
Adoption of the Report on National Legal Review on HIV and AIDS by H. E. Dr. Tia Phalla, Vice-Chairman of NAA.
Preparation to the bid in hosting International Congress on AIDS in Asia and the Pacific in Phnom Penh in 2017.
Other Issues.
After long exchange of views, H. E. Senior Minister Ieng Mouly, Chairman of the NAA concluded the meeting by raising some main issues as follows:
Offering his congratulation on the strengthening of leadership and management at National and Sub-National levels.
Further implementing the Royal Government 7 Points Policy as mentioned in SOR.CHOR.NOR No. 2048 dated December 17, 2013 (downloadable in website: www.naa.org.kh).
Increasing high level of carefulness at national and sub-national levels in order to contribute in achieving 3.0 goals through function and mandate (new infection, caring and discrimination cases).
Seeking resources in responding to HIV (finding the possibility to incorporate the response to other fields) to ensure sustainability.
Preparation to the bid in hosting International Congress on AIDS in Asia and the Pacific in Phnom Penh in 2017.
In examining the legal framework related to the responses to HIV, the NAA will further examining, comparing between national laws and international standard in order to find measures of improving or studying on the reality on the ground (there are possibility of amending some laws or further implementing some points).
Then, all participants had lunch together in an enjoyable atmosphere.
