H.E. Ieng Mouly, Senior Minister and Chairman of NAA Presides over the NAA Top Management Monthly Meeting

On May 2, 2014, H.E. Ieng Mouly, Senior Minister and Chairman of NAA presided over the NAA Top Management Monthly Meeting.
 
The participants in that meeting composed of Excellencies and Lokchumteav Vice-Chairpersons, Secretary General, Deputy Secretary General, Director of Departments of NAA.
 
The agenda of the meeting were as follows:
1.      Monthly Progress Report of the General Secretariat
2.      Global Fund project implementation
3.      Institutional budget of NAA2015-2018
4.      Other business.
 
Afterdelivering his opening remarks, H.E. Chairman asked H.E. Teng Kunthy, Secretary General to start with the item No. 1 of the agenda, H.E. Ros Seilavat, Deputy Secretary General to follow with item No. 2 in the place of H.E. Tia Phalla, Vice-Chairman who was absent  and Mr. Khim Khindaret to deliver his presentation on item No. 3.
 
On item No. 4 of the agenda, H.E. Senior Minister emphasized on related issues as follows:
  • H.E. Chairman praised top management and all officials who have been working so hard during last month especially on Cambodia’s Global AIDS Response Progress Reporting 2014 which has been sent to the United Nations and has received the approval from the Royal Government.
  • Concerning the implementation of Global Fund projects, H.E. Chairman advised members of top management to absorb fund as much as possible. For 2014, the funding model remains unchanged. But it will be reprogrammed during 2015 to 2017. H.E. Chairman expressed his thankfulness to H.E. Kao Try and H.E. Ing Vuthy for their facilitating on the logistic support in using cars belong to Global Fund which made us benefit from the expanses in drivers’ salary and maintenance.
  • On the NAA budgets, H.E. Chairman stressed that we have our own policy and activities; the Ministry of Health can keep it anywhere as needed. H.E. Minister of Health has called H.E. Chairman by expressing his agreement on administrative issues (salary packages and contractual staff of NAA) via mobile, H.E. Chairman continued. The NAA asked for the authority in choosing it human resources as needed; Minister of Health could delegate staffing issues to NAA.
  • We would like to bid our candidacy to host the 13th International Congress on AIDS in Asia and the Pacific (ICAAP13). We were waiting for the approval from the Royal Government. As soon as we get the approval, we are going to learn from Bangladesh as the host of the upcoming ICAAP12 in 2015.
  • The Global Fund is planning to organize regional workshop on June 16-18, 2014 in Phnom Penh on the New Funding Model Update. As a host country, we should help in receiving and welcoming the participants such as organizing a cocktail party. We should further facilitate the arrival of guests at the airport. There will be around 200 foreign participants. During the Opening ceremony there will be around 500 participants. We should also take the opportunity to organize a National Strategic Plan Work Group meeting with Steve Kraus.
  • As the 20th International Conference on AIDS in Melbourne in July is approaching, we should better prepare on it. We have not yet settled on the formality.
  • H.E. Chairman advised H.E. Secretary General to further work with concerned ministries on village-commune safety relating to AIDS and H.E. Tia Phalla to further continue on National Strategic Plan. H.E. Chairman mentioned that H.E. Sim Kimsen has already sent the Draft List of National AIDS Authority Members. The Global Fund is waiting for our National Strategy.
  • H.E. Chairman advised all members of top management to further implement the existing task such as the National Budget and Global Fund.
 
Finally, H.E. Chairman advised all members of top management to work harder in performing their tasks, maintaining internal unity and upgrading capacity as NAA is preparing itself to become a principle recipient in the future.
 

The meeting was ended at 4:00 p.m. in a friendship and responsible manners.
