
On Monday morning, May 13, 2024, at the National AIDS Authority, H.E. Ieng Mouly, Chair of the National AIDS Authority, presided over the meeting with the Ministry of Health’s AIDS Committee. This meeting was organized to review the role and responsibilities of the Ministry of Health in implementing the National Policy to End AIDS and the Sustainability of the HIV Program for 2023-2028.
In his opening remarks, the Senior Minister welcomed and expressed his appreciation to the Ministry of Health for its efforts in implementing the HIV response and achieving two of the three, 95-95-95 goals. At the same time, H.E. Senior Minister also thanked the Ministry of Health for establishing the AIDS Committee and organizing the meeting today. With the permission of the Senior Minister, H.E. Ung Phirun, Chair of the AIDS Committee of the Ministry of Health delivered his remarks and invited the committee members to introduced themselves.
The meeting proceeded according to the following prepared agenda:
1) Presentation on the National Policy to End AIDS and the Sustainability of the AIDS Program for 2023-2028 by H.E. Dr. Chhim Khin Dareth, Secretary General of the NAA
2) Presentation on the Strategic Plan to Prevent the Spread of HIV, STIs and Care for PLHIV and STIs in the Health Sector by Assistant Professor Ouk Vichea, Director of the National Center for AIDS, Dermatology and STIs
3) Presentation on the Dynamics of HIV/AIDS Response by H.E. Tia Phalla, Vice Chair of the NAA
4) Inputs and comments on the discussion
5) Closing remarks by H.E. Senior Minister.
After the presentation, the meeting discussed the key points in the National Policy to End AIDS and the Sustainability of the HIV Program for 2023-2028 which the Ministry of Health will be responsible for accomplishing. In this discussion, H.E. Senior Minister noted the key points to pay attention to:
1) The National AIDS Authority encourages the Ministry of Health to issue orders to hospitals and private clinics to provide regular reports on HIV/AIDS treatment data, as they will provide comprehensive information on HIV/AIDS.
2) The cases that need to be considered, such as treatment of children with HIV, as treatment of only about 60 percent have been achieved thus far. Additionally, the rate of mother-to-child transmission of HIV is estimated at 9.9 percent, which needs to be further reduced.
3) To integrate the HIV response into a single national health system so that all hospitals can receive treatment and care for HIV.
4) The AIDS Committee of the Ministry is a sectoral body of the National AIDS Authority.
In the end, H.E. Senior Minister closed the meeting and wished the members of the meeting the four gem of Buddha blessings–longevity, nobility, health and strength.
