H.E. Ieng Mouly is Interviewed at the National Television of Cambodia (TVK) on the Commemoration of the 32nd Anniversary of the Paris Peace Agreements

H.E. Senior Minister Ieng Mouly, Chair of the National AIDS Authority (NAA), was asked to be a guest speaker at the National Television of Cambodia (TVK) on the 32nd Anniversary of the Paris Peace Agreement of October 23, 1991 on the afternoon of Wednesday, October 18, 2023.

Senior Minister Ieng Mouly, a living signatory, recalled the process of the Paris Peace Agreement talks that brought about peace and development. October 23 is considered to be a historic day for the end of the Cambodia Conflict. It signifies the path to peace through negotiations, resolving issues, and coordinating and cooperating with the international community, especially with the permanent members of the UN Security Council, to unite the whole nation of Cambodia. Ending the conflict for elections to take place, under the organization of the UN, allowed for Cambodians to decide their own destiny. The election gave rise to representatives of the people who were able to draft and establish a new constitution.

Through this new constitution, Cambodia has transformed into a liberal, multiparty democracy that respects human rights. However, Cambodia must forever remain neutral. Even with the October 23 Paris Peace Agreements, Cambodia had not fully achieved peace due to the non-participation of the Khmer Rouge. However, under the leadership of former Prime Minister, Samdech Techo Hun Sen, complete peace came in under the win-win policy that is for the people of Cambodia and the development of the country. The progress achieved and continued development has been ongoing with the Royal Government of Samdech Thipadei Hun Manet.

HE Ieng Mouly was one of the co-signatories of the Paris Peace Agreements which consisted of four documents:

1. Final Act of the Paris Peace Agreements
2. Agreements on the Comprehensive Political Settlement of the Cambodia Conflicts
3. Agreements on Sovereignty,  Independence,  Neutrality, Territorial Integrity, and National Unity of Cambodia
4. Declaration on Rehabilitation and Reconstruction of Cambodia.
