The 1st Plenary Meeting of the National AIDS Authority 2023

The National AIDS Authority (NAA) held its 1st plenary meeting of 2023, under the chairmanship of H.E. Ieng Mouly. The NAA's 1st plenary meeting was held for a full morning on June 15, 2023, at the Friendship Building of the Office of the Council of Ministers. Leaders from the NAA, the chairs of the HIV/AIDS committees from all ministries, institutions in both capitals and provinces, international organizations, and civil society organizations attended the meeting, with a total of 162 people in participation.

The meeting raised 3 agendas:

- The implementation of the resolution of the 2nd Plenary Meeting of the National AIDS Authority 2022, presented by H.E., Dr. Chhim Khindareth, Secretary General of the National AIDS Authority.
- The preparation of the policy to End AIDS by 2025 and Sustainability of Multi-sectoral HIV/AIDS Response Program 2023-2028, presented by H.E., Dr. Tia Phalla, Vice Chair of the National AIDS Authority.
- The adoption of the resolution of the 1st Plenary Meeting of the National AIDS Authority 2023.

The meeting also reviewed the past achievements and the progress made since the 2nd Plenary Meeting of the National AIDS Authority 2022:

- Under the wise leadership of Samdech Techo Hun Sen, Prime Minister, the Royal Government of Cambodia has been expanding the scope of the social protection program and has been promoting access to social health services, specifically expanding services to entertainment workers who are working outside of the formal economy.
Additionally, the Royal Government established an inter-ministerial working group to draft and implement the policy to End AIDS by 2025 and Sustainability of Multi-sectoral HIV/AIDS Response 2023-2028.
- The work of preparing to implement the policy to End AIDS by 2025 and Sustainability of Multi-sectoral HIV/AIDS Response 2023-2028.
- Stimulating and guiding the HIV/AIDS committees of the ministries, institutions, both capital and provinces, to prepare a response budget for HIV/AIDS, with the support of the Ministry of Economy and Finance in planning and implementing budgets for the 25 provinces on the response plan to HIV.
- The Royal Government has issued Sub-Decree No. 280, dated December 25, 2022 on measures of universal precautions to prevent and control HIV Infection and to promote the provision of prevention and care services for HIV/AIDS.
- The Royal Government has decided to increase the counterpart money of the national budget of up to 79% and with more gradual increases, for the purchase of ARV.
Additionally, after wide ranging discussions, all members of the meeting, pledged to continue to work together to fight, prevent, and eliminate the spread of HIV.

The 1st Plenary Meeting of the National AIDS Authority 2023 agreed to pass the following resolution:

1. Promote the strategy to achieve the first 95 target (95% of people living with HIV are aware of their HIV status) by promoting more effective prevention methods of HIV/AIDS.
2. Urge the Ministry of Tourism to continue the process of encouraging all entertainment establishments, hotels, and recreational venues across the country to participate in the implementation of the policy of 100% condom use.
3. Urge the Ministry of Education, Youth and Sports to promote and disseminate educational awareness about HIV/AIDS in schools, and in public and private institutions of higher education, to prevent and reduce the spread of HIV among young people.
4. Urge the Ministry of Labor and Vocational Training to increase educational awareness and disseminate information about HIV/AIDS to workers and employees in factories and enterprises throughout Cambodia.
5. Urge the National Center For HIV/AIDS, Dermatology and STDs (NCHADS) of the Ministry of Health to promote the expansion of coverage of PrEP throughout the country
