
H.E. Ieng Mouly, Chair of the National AIDS Authority (NAA), met with H.E. Dr. Chan Narith, Undersecretary of State from the Ministry of Economy and Finance and Secretary General of the National Social Protection Council (NSPC) in the support of a successful HIV response on April 13, 2023. H.E. Tia Phalla and H.E. Ros Seilavath, Vice Chairs of the NAA also attended the meeting.
The meeting examined a number of intervention barriers in responding to HIV/AIDS among key populations, including sex workers and homosexual men. These intervention barriers must be removed in order to achieve the successful control of HIV spreading, in particular, achieving the first 95% goal through detecting more than 10,000 undiagnosed people living with HIV.
The meeting achieved the results as follows:
1. Agree on the possibility of using social protection benefits to support work in response to the spread of HIV.
2. Prepare to include in the draft policy to end HIV/AIDS to respond sustainably to social protection interventions for the poor and vulnerable people as a way to increase access to health services, including HIV testing for key populations
3. Prepare programs to promote HIV/AIDS prevention and blood tests in conjunction with the National Social Security Fund's (NSSF) registration campaign or equity cards for women in entertainment sectors, which will be organized and developed by the General Secretariat for the National Social Protection Council.
4. The National AIDS Authority and the General Secretariat for the National Social Protection Council will continue to discuss the detailed social protection package that can be put in place for use in the response to HIV/AIDS.
