Launch of the Inter-Ministerial Technical Working Group to Formulate the National Policy to Eliminate HIV/AIDS by 2025 and for the Sustainable HIV/AIDS Response Program for 2023-2028

The National AIDS Authority held a ceremony to announce the launch of the Inter-Ministerial Technical Working to Formulate the National Policy to eliminate HIV/AIDS by 2025 and for the Sustainable HIV/AIDS Response Program for 2023-2028 on Tuesday, January 24, 2023, at 9:00 A.M., chaired by H.E. Senior Minister Ieng Mouly, Chair of the National AIDS Authority. The launch ceremony was attended by Vice Chairs of the NAA, Members of the Inter-Ministerial Technical Working Group, and Members of the Core Working Group supporting the Inter-Ministerial Working Group.

The Senior Minister congratulated all the members of the Technical Working Group who have been appointed by the Royal Government. His Excellency Ieng Mouly stated that the Working Group of the Royal Government and the Core Working Group of the National AIDS Authority is to assemble intellectual resources to formulate the national policy to eliminate HIV/AIDS by 2025 and for the sustainable HIV/AIDS response program for 2023-2028.

The roles and responsibilities of the Working Group are as follows:
1. Study and develop the national policy
2. Study and analyze the current situation of the HIV/AIDS response
3. Study and analyze the country system, inadequacies, and improvements
4. Study and analyze the role of civil societies, NGOs, key population groups, and people living with HIV/AIDS in the response to eliminating HIV/AIDS
5. Study and analyze financial needs,
6. Consult with experts and development partners to gather ideas for formulating the national policy
7. Regularly review the need to reform the national policy
8. Report to the National AIDS Authority on the progress of policy formulation

His Excellency Senior Minister also stated that Cambodia has achieved two of the three 95-95-95 targets, with only the first 95 target still yet to be reached. The first 95 goal that has not yet been achieved must be questioned as follows:
1. Should we increase the prevention program and is the ongoing program appropriate to the actual/current situation?
2. How can the prevention program be innovative? Through what mechanisms? When should implementation occur?
3. What incentives will encourage people to get tested for HIV?
4. How can we find the missing 10,000+ people and prevent patients from abandoning treatment and care?

Before concluding the ceremony, the Senior Minister disclosed that the estimated annual national budget of 5 million USD, excluding the budget for contracted staff of the Global Fund Program, the fund of 80 million Riels, and the fund of 60 million Riels for 15 provinces, will be provided from 2023-2030 for AIDS related works. Furthermore, the Global Fund will grant an additional 13 million USD per year from 2023-2030, outside of the USAID assistance, to support AIDS related works.
