
On Thursday, January 12, 2023, at 9 am, H.E Senior Minister Ieng Mouly, Chair of the National AIDS Authority, met a delegation from The US State Department's Office of the Global AIDS Coordinator (SGAC) on HIV/AIDS Response in the Kingdom of Cambodia.
On this occasion, H.E Senior Minister informed the delegation about the role of the National AIDS Authority, which is the national institution of the Royal Government of the Kingdom of Cambodia in leading the Multi-Sectoral response to HIV/AIDS prevention and control.
The National AIDS Authority is structured at both the national and sub - national level nationwide. There are HIV/AIDS committees of lines ministries and institutions including provincial/district HIV/AIDS committees, municipal and district HIV/AIDS committees and commune/ sangkat HIV/AIDS committees.
Through the 5th National Comprehensive and Multi-Sectoral Strategic Plan for HIV/AIDS 2019-2023 and the Government Recommendation Letter No. 213 dated February 21, 2019 on the implementation of Response-Related Measures on HIV/AIDS released by the Office of the Ministers Council, the National AIDS Authority, has been actively leading the HIV/AIDS response by implementing the Three - One principles: One strategic plan, One coordination body, and One Monitoring and Evaluation system .
Recently, with a strong commitment to end HIV/AIDS , as a public health threat in 2025, Samdech Techo, Prime Minister decided to the National AIDS Authority to develop a policy to ending HIV/AIDS in 2025 and the sustainability of HIV/AIDS program for 2023-2028 with the participation of the relevant lines ministries, institutions, CSOs and UNAIDS.

Cambodia has been remarkably successful in responding to HIV/AIDS through the UN recognition. As the results, in 2021, Cambodia achieved the first target: 84 %, the second target: 100 % and the third target :
97 % .
The Senior Minister added that Cambodia is striving to reach the first target, which has now reached 84 % only, far from the set goal. The main strategy is to boost and seek hidden 10,000 people for HIV test and treat. One more thing, another priority is to reduce the number of new HIV infections among the Young Key Populations : MSM, transgender women, female entertainment workers and drug users .
The Royal Government has increased the national budget every year responding to a decline in external funding for HIV/AIDS response. For instant , from 2023 to 2025, the Royal Government has approved an additional $ 5 million per year . In addition, the Royal Government, through the Ministry of Economy and Finance, has allocated funds to 15 provinces for direct response to HIV/AIDS at the local level as well.
