
On Wednesday, December 7th, 2022,at Meeting room B,NAA, Senior minister Ieng Mouly, Chair of the National AIDS Authority, Chaired the Meeting on the establishment of the core technical working group to formulate the HIV/AIDS ending Policy in 2025 and the sustainability of the HIV/AIDS program for 2023-2028, which was issued by the National AIDS Authority Decision Number 431 dated 5th December 2022.
The meeting was attended by the top leaders of the National AIDS Authority, NCHADS Director and representatives of the following institutions and organization: LHSS, Khanna, CRS, RHAC, FHI 360, AHF, AUA, CPN+, with a total of 46 members in participation.
Functions and Roles of the Working Group:
- Collect documents related to the preparation of the HIV/AIDS ending Policy in 2025 and the Sustainability of HIV/AIDS Program for 2023-2028 .
- Collection of inputs from relevant ministries, institutions, provinces, national and international partners and civil society organizations .
- Prepare timeframe/ outlines and agenda for meetings of the inter-ministerial technical working group to formulate the HIV/AIDS ending Policy in 2025 and the Sustainability of HIV/AIDS Program for 2023-2028.
- Prepare relevant documents for the inter-ministerial technical working group to be used as a reference in the discussion .
- Analyze the situation of HIV/AIDS epidemic .
- Analyze the situation of HIV/AIDS response and its gaps.
- Prioritize the key points of HIV/AIDS response..
- Develop work activities for the process of formulating the HIV/AIDS ending Policy in 2025 and the sustainability of HIV/AIDS program 2023-2028 .
- Draft its National Policy and submit it to the Inter-Ministerial Technical Working Group for discussion .
- Propose the action plan / Operational plans .
During the meeting, the Senior Minister gave some key recommendations:
o Define the term “End AIDS”
o Define the term “Sustainability of the AIDS Program”
o Core groups should draft or point out Key points for the inter-ministerial working group .
o Based on three pillars: leaderships ownerships, partnerships and investment .
o Focus on the national HIV/AIDS response system (three principles) : Ministries, Institutions, Leaders, Coordinators and Ministries Institutes to Implement Activities (Prevention, Care, Treatment, and Support) Focusing on Preventive Works, the First 95 Goals in Cambodia Achieved 84% .
o Examine the possibility of providing social protection to key population.
