Technical Working Group Meeting on Sustainable HIV/AIDS response.

On Monday, September 19th, 2022 at meeting room B, the National AIDS Authority held the Technical Working Group Meeting on Sustainable HIV/AIDS response, chaired by H.E. Senior Minister Ieng Mouly.

The meeting was attended by H.E. Vice Chair, Secretary General, Director of  Department, Ms. Patricia Ongpin, UNAIDS Country Director for Cambodia and Co-Chair of the Technical Working Group on Sustainable HIV/AIDS response, Lok Chumteav Keo Chakrya, Secretary of State of the Ministry of Economy and Finance, H.E. Dr. Lo Veasna Kiri, Secretary of State of the Ministry of Health, with a total of 30 members in participation.

The speech emphasized the following four points: 1) gaps, 2) sustainability/transition, 3) sustainability measures, 4) the Working Group on Sustainable HIV/AIDS Response.
- Gap 1: The goal of the first 95 target is our main concern. We expect the number of new HIV infections to decrease from 2,100 in 2010 to 520 by 2020. However, new data shows that there will be 1,100 new HIV infections by 2020.
- Gap 2: The financial gap is clearly reflected in Fund Raising Application (FRA) for 2021-2023, acknowledging a shortfall of $6 million USD, $7 million USD, and $8 million USD respectively in 2021-2022 and 2023.
- Gap 3:  Some key institutions may not have a clear understanding of the budget gap. We received insufficient funds. The follow-up on the key indicators of intervention progress  among MSMs focuses only on MSM groups that can be visited or contacted. The 40,400 people are called MSM1. Due to the lack of funding, we were unable to reach another MSM group of about 43,900, which was a group that could not be educated (called MSM2 group). It has been noted that the number of new cases among MSM has increased fivefold in the last 10 years. Without additional investment for expanding coverage, new infection cases could not decline as an expected outcome. In addition, there is a lack of funding to support the environment and to strengthen the community systems.
- Gap 4: In addition, the economic crisis, experienced in low and middle income countries during the Covid-19  pandemic, and the effects of the war in Ukraine may further deplete domestic resources  regarding HIV/AIDS responses .

The UNAIDS 2022 report warns of the widening gap in funding for HIV response, especially in low to middle income countries. The UNAIDS claims that the resources available in those countries for 2021 will fall by 55% of the projected demand for 2025. Towards achieving the goals set by 2025, the HIV/AIDS Sustainability Team, led by the National AIDS Authority and UNAIDS, recognizes the growing need to protect the outcome of Cambodia's HIV/AIDS program and initiates the transitional readiness assessments, with the roadmap developments for a Sustainable HIV/AIDS Response in 2018 (Identified 13 Risks and 23 Recommendations to reduce those risks). The Sustainability Roadmap was reviewed in 2022, with key stakeholders, but identified risks that still remain now and in the future.
