
On Tuesday, September 20th, 2022 at Raffle Hotel, the National AIDS Authority held the High Level Reflection Workshop on HIV/AIDS Multi-Sectoral response, haired by H.E. Senior Minister Ieng Mouly.
The workshop was attended by His Excellencies, Vice Chairs,
Lok Chumteav Keo Sok Pisey, Deputy Governor of the Board of Governors of Phnom Penh, Ms. Patricia Ongpin, UNAIDS Country Director for Cambodia, Ms. Hannah Marqusee, Senior Officer, Health Finance and LHSS/USAID AIDS, Secretary General, Deputy Secretary General, Director of Department, government institutions, civil societies, and other organizations, with a total of 60 members in participation.
The workshop focused on strengthening the coordination mechanisms for the implementation of the Mid-Term Review Recommendations of the Fifth National Strategic Plan for Comprehensive and Multidisciplinary Response to HIV/AIDS (NSPV MTR). This means that we expect to understand and find out how to strengthen the national system to respond to HIV/AIDS effectively through existing mechanisms. This mechanism has active participation from the representatives of lines ministries, government institutions, civil society organizations, key population representatives, and people living with HIV.
So far, there are many mechanisms to facilitate the HIV/AIDS response in Cambodia:
•In the Global Fund (GFATM) project, key stakeholders are grouped into modules from project preparation to project implementation. The monitoring and coordination of Global Fund projects have been using CCC, PR, SI and SSI mechanisms.
•The National AIDS Authority has been using Sub-Decree No. 109 (2006) to facilitate the response to HIV/AIDS through 1) Technical Advisory Board Meeting 2) Policy Board Meeting 3) Provincial AIDS Committee.
•June 23rd, 2022, the NCDD issued the letter of appointment for key stakeholders to participate in the four strategic working groups of the NSPV and to the monitoring and evaluation team.
•Senior Minister highlighted the key events of the response to HIV/AIDS over the past eight months to find out what should be done to facilitate those efforts.
•In January 2022, the NCDD conducted a mid-term review of its Fifth National Strategic Plan for a Comprehensive and Multi-lateral Response.
•The NCDD Plenary adopted a resolution at the meeting in June 2022, with nine recommendations, urging key stakeholders, especially ministries and government agencies, to actively participate in responding to HIV/AIDS intervention.
•Over the past few months, NCHADS has been actively working with partners on mid-term monitoring of the strategic plan of the health sector 2021-2025. •Preliminary findings will be presented to stakeholders in late July 2022, but final recommendations will be finalized in late October or early November 2022.
•After a review of the HIV/AIDS Sustainable Roadmap, the team met to review the terms of reference and membership and provide the options to increase local funding.
•The Sustainability Team in response to HIV/AIDS l, provides guidance on how to monitor the implementation of the micro-roadmap on social contracting.
•Discussions will be focusing on social enterprises and other opportunities to increase local funding to fill the gaps based on the local experience and local context.
•The Optima 1 study, conducted in 2019, found that there was a budget gap of $3,000,000 USD, especially for HIV/AIDS prevention programs ( the PrEP program ).
•The Optima 2 study, to be conducted in early 2023, is expected to provide even more funding for the HIV/AIDS response.
