The Consultative Workshop on Development of Explanatory Notes for Law on Prevention and Control of HIV and AIDS

On July 1, 2022, at Cambodiana Hotel, Excellency Mr. Ieng Mouly, Senior Minister and Chair of the National AIDS Authority presided over the Consultative Workshop on Development of Explanatory Notes for Law on Prevention and Control of HIV and AIDS. The workshop was attended by representatives of government institutions, UNAIDS, civil society organizations, representatives of people living with HIV and key people, for the purpose of reviewing, discussing, and providing input for the preparation of explanations on this law.

For decades, Cambodia has acclaimed the reputation of being a trailblazer in HIV response; an undefeatable champion in innovations; a trendsetter in community engagement and people centred approaches. Cambodia set the historical milestones of being one of the first countries globally to achieve 90-90-90 targets in 2017 and continues to be one of the highest performing countries that are on track towards achieving 95-95-95 targets by 2025. These were the results of:
-  the Political Commitment and smart leadership of the Royal Government of Cambodia,
-  active engagement of, not limited to health sector, but also different sectors as part of multi-sectoral response coordinated by the National AIDS Authority,
-  with strong partnership with civil society organizations, UN and development partners, and
-  active engagement of people living with HIV, and communities of key populations.

However, HIV epidemic is not yet over, and it remains unfinished business, and more intensified efforts must be made towards achieving 95-95-95 target by 2025 and Ending AIDS as public health threat by 2030 as defined in Sustainable Development Goals which Cambodia also adhere to.
 
Challenges remain preventing people living with HIV and key population from accessing HIV services they need, and in which legal and policy barriers are among others. Though Law on Prevention and Control of HIV and AIDS adopted in 2002 has provided some good provision in ensuring access to HIV preventive education, testing, and treatment in particular for people living with HIV and protecting their rights including ensuring confidentiality of HIV status and non-discrimination against PLHIV in different settings, it has been identified as one among other national laws and policies which would create barriers for PLHIV and young populations.
