The First Meeting of the National AIDS Authority of 2022 June 30th, 2022

On the morning of June 30th, the National AIDS Authority held its first plenary meeting of 2022, at the meeting room “D” hall, Friendship Building of the Council of Ministers, with 160 participants from the National AIDS Authority, Chairpersons of AIDS committees of all Ministries, Institutions, 25 of Phnom Penh and provincial AIDS secretariats, HIV/AIDS working groups, UNAIDS, USAID, and civil society organizations.
    After a wide range of discussion, all members pledged to continue the common will to successfully fight, prevent, and end the spread of HIV/ AIDS by achieving the Three Zeros principles (Zero new HIV infections, Zero stigma and discrimination, and Zero deaths from AIDS) by achieving the strategic goal of 95-95-95 by 2025.
The first NAA plenary meeting of 2022 concluded with the recommendations as follows:
1.    The NAA secretariat must gather all the recommendations adopted in this meeting to prepare and improve for the next work plan.
2.    We must give motivation to all members to take the necessary steps to successfully implement the government notice number 213 S.C.N.SS, dated February 21st, 2019, on the response measures to HIV/AIDS.
3.    We must all be devoted to implementing the resolution adopted by the first NAA plenary meeting of 2022.
4.    We must encourage all ministries and institutions, that have not had funding support from the Ministry of Economy and Finance, to urgently request for funding within their own budget package for the 2023 fiscal year.    
5.    We must proceed in pushing for the completion of “The Fast-Track Cities Initiative” that is currently being implemented in Phnom Penh, Battambang, Siem Reap, and Banteay Meanchey.
6.    We must encourage the other 11 provinces to prepare an action and budget plan to respond to HIV/AIDS.
7.    We must encourage the Ministry of Planning, the Ministry of Health, and the National Center for AIDS, STD, and Dermatology (NCHADS) to continue to work closely together to improve the HIV ID Poor program, provide poor certificates to PLHIV individuals at the ART sites, and enter the HIV ID Poor data into the database of the Ministry of Planning. 
8.    We must identify PLHIV, who have not gotten treatment, to get treated, as the way to increase the treatment coverage and to provide interventions effectively and comprehensively to key population at-risk groups, especially MSM and TG, which includes the expansion of PrEP coverage.
9.    We pledge to collaborate with development partners and private sectors to mobilize materials, funding, and technical resources for sustainable AIDS program in Cambodia until the successful end of AIDS, particularly being in control of key populations, as we have achieved for entertainment workers, who need effective response program.
