
On Friday afternoon of January 21, 2022, at Cambodiana Hotel, Senior Mister Ieng Mouly, Chair of the National AIDS Authority presided over the Workshop on Mid-Term Review of the Fifth National Strategic Plan for Comprehensive and Multi-sectoral Response to HIV and AIDS (2019-2023) supported by UNAIDS in Cambodia. Participants attending the workshop are stakeholders representing ministries-institutions, national and international NGOs, CSOs, community and PLHIV.
This workshop was held to review progress made during the implementation of NSP V as well as identify its shortcomings to give recommendations for the development of 2022 and 2023 workplan.
The NSP V (2019-2023) was officially launched on September 29, 2019 with the participation of representative from ministries, institutions, Phnom Penh municipality and provincial AIDS Committees along with representatives of CSOs, PLHIV and KP.
During the 3-year implementation of NSP V, we fight against obstacles and setbacks especially in the last 2 years of COVID-19 pandemic.
This full-day workshop listened to the presentations from consultant and discussed on findings on the review of NSP V by focusing on the four strategies and monitor, evaluate as well as develop implementation plan for 2022 and 2023 to achieve the Royal Government commitment on 95-95-95 target and ending AIDS by 2025.
At the end of 2021, with support and cooperation for UNAIDS, the National AIDS Authority has coordinated the review on progress made in the implementation of NSP V. Primary report has been written by the consultant and put for consultation with key stakeholders to get additional input. Then the report was revised for an accurate and inclusiveness manner toward achieving the 95-95-95 target and ending AIDS by 2025 as committed by of the Royal Government of Cambodia.
Speaking during the closing session, the Senior Minister mentioned that we were updated about the HIV situation and response and also on the achievements of four objectives of the NSP V. But the more crucial things are the discussion on how well we can better align, harmonize and synergize our response toward a dynamic, integrated, and sustainable response to AIDS at national and sub-national levels.
As we are coming to the last phase of our long battle against the HIV and AIDS epidemic, we need to reiterate the need to apply the directive of Samdech Techo Hun Sen, Prime Minister of Cambodia calling on all compatriots to join in a national movement within the Royal Government of Cambodia to end AIDS by 2025, Senior Minister added.
Finally, the Senior Minister stressed on looking ahead for coherent and synergic collaboration in the future by considering the different contexts of HIV and AIDS response in Cambodia. These contexts are as follows:
1) The move from dependency to transition/sustainability
2) The move from Programmatic to Programmatic and Institutional Support
3) The move from Provider approach to People Centered-Approach.
