Monthly Meeting of NAA’s Leaders June 1, 2021 via Zoom

On the morning of Monday, June 1 2021, from 9:00 am via Zoom, the National AIDS Authority held its May 2021 leaders meeting under the high presidency of His Excellency Ieng Mouly, Senior Minister, Chair of the National AIDS Authority.

The meeting was attended by His Excellencies and Lok Chumteav, Vice Chair, Advisor, Assistants, Secretary General, Deputies Secretaries General, Directors of Departments and Deputies Directors of Departments.

The objectives of the meeting were as below:

o   Update on the activities of the leadership and General Secretariat of the National AIDS Authority.

o   The progress of HIV/AIDS response and interventions.

o   Achievements and obstacles in implementing action plans and follow-up plans.

To begin, His Excellency Senior Minister, Chairman of the Meeting welcomed all participants who attended and informed about the process of the meeting according to the following agenda:

1.      Monthly report on the results of the work activities of the management and the General Secretariat May 2021 by HE Chhim Khindareth

2.      Presentation on the participation in the UN Meeting on AIDS 2021 by HE. Tia Phalla

3.      Remarks of H.E. Senior Minister

4.      Other businesses.

Afterwards, HE Senior Minister authorized HE Chhim Khindareth, Secretary General, to make a report on the performance of the leadership and General Secretariat of the National AIDS Authority in May 2021 and to set the direction for June.

With the permission of His Excellency Senior Minister, HE. Chhim Khindareth, Secretary General made a presentation focusing on the following key points:

 I.   Presentation of the report on the results of the work activities of the management and the General Secretariat

1.   Achieved work activities:

o  Conducted training courses on planning methods, data management methods and information management methods.

o  Speakers at Celebrating LGBT Pride Week and International Day Against LGBT Discrimination.

o  Organize the 5th Technical Council Meeting

2.   Challenges:

o  COVID-19 status continues to affect the implementation of HIV and AIDS response activities.

o  Cannot provide direct educational services.

o  Unable to promote FTC work in target provinces.

3.      Steps for next month:

o  Prepare to attend a high-level meeting on HIV and AIDS. Organize the 6th Technical Council Meeting.

o  Prepare for the first plenary meeting of the National AIDS Authority on June 30, 2021.

o  Organize the 5th Technical Council Meeting.

o  Continuing training to increase the work capacity of officials of the General Secretariat of the NCDD.

II-Presentation towards Participation in the UN Meeting on AIDS 2021

With the permission of His Excellency Senior Minister, HE. Dr. Tea Phalla, Vice Chair of the National AIDS Authority in charge of Technical. The UN General Assembly on AIDS will convene from 8 to 10 June 2021 in New York, USA via video channel. The 2021 Political Declaration on HIV and AIDS states the same as the 2016 document on Harm Reduction Strategies for HIV infection among high-risk populations such as injection drug user, same sex workers, and LGBTI.

The agenda of the Summit has 5 main points:

o   Addressing Inequality to End AIDS: 10 years to 2030.

o   Place people and communities at the center of the HIV response.

o   Resources and budget for effective HIV response.

o   Promoting gender equality and empowering women and girls in response to HIV/AIDS.

o   Resolve the effects of COVID-19 on the HIV response and better recovery, prepared for outbreaks.

o   COVID-19 is still an issue that we have not been able to accomplish, causing an impact on activity for the third and fourth trimesters.

o   Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, calls on all Cambodians to join the Royal Government in ending the current 2025 AIDS epidemic.

In line with the principle of "leaving no one behind", we are committed to implementing a people-centered approach. Key government policies and reforms, such as ensuring global health coverage, social protection, and other efforts aimed at achieving sustainable development goals in Cambodia.

Raise the budget of 80 million Riels in each province, which provides the Fast-Track City “PNP, BBG, BMC SRP” project to implement the SCN 213 at the sub-national level.

 

III) - Remarks by HE Senior Minister

After that, the meeting proceeded on the third agenda in which the Senior Minister gave a speech and made recommendations on the following key points:

  1. In the case of men who have sex with men who are at high risk of HIV infection, the National AIDS Authority must consider and discuss with partners at all levels to find ways to solve and prevent HIV and AIDS.
  2. His Excellency Lok Chumteav, in charge of Ministries and Provinces, shall instruct the Ministries and Provinces to continue the implementation of SCN 213 in order to prevent new transmission and to prepare a priority action plan in accordance with each strategic policy to achieve the success of the fight against AIDS.
  3. For the action plan package of 80 million Riels for the provinces of Fast Track City, Phnom Penh, Battambang, Siem Reap and Banteay Meanchey, the goal of the National AIDS Authority is to provide to the Provincial AIDS Committee a Budget for HIV /AIDS work.
  4. Each ministry should work on HIV/AIDS in accordance with their role such as the activities of the Ministry of Foreign Affairs, organizing a delegation for a meeting at the United Nations, including the contents of the Cambodian Declaration in the session.
  5. The high-level meeting of the United Nations General Assembly on AIDS is a follow-up for the 2016 meeting which was attended by several Cambodian delegations and is held every five years until 2030.
  6. In the meeting there were many statements, some of which were sensitive such as human rights and discrimination. Responding to the views of human rights organizations, the political statement has three points:

1) All countries do not punish drug users.

2) Do not punish female entertainment worker

3) Do not punish same-sex marriage. Some countries with strict laws do not support the UN policy statement and some have demanded Cambodia to support the UN policy statement.

  1.  The principles of Cambodia are to support the Harm Reduction Program in fighting against the spread of HIV/AIDS:

a)      Cambodia is implementing a Harm Reduction program, such as: Syringe distribution program that allows NGOs to distribute to inject drug users to prevent further HIV transmission; a 100% condom use program for key populations has been announced by Samdech Techo since 1999.

b)      Cambodia does not punish drug users who use small amounts and accept Treatment and rehabilitation (Articles 105 and 106 of the Law on Drug Control).

c)      There is no law in Cambodia that punishes LGBTI.

d)     The Law on the Suppression of Human Trafficking and Sexual Exploitation does not punish on sex work except when it is performed with the practice of dragging in public places (Articles 23, 24, 25 and 26).

e)      Cambodia does not punish people with HIV/AIDS if the infection occurs unintentionally (Article 18 of the Law on the Prevention and Control of the Spread of HIV / AIDS).

f)       Hold a meeting on 03, June 2021 to update the members of the delegation to know the process of the United Nations General Assembly on AIDS. Recommend Dr Tia Phalla to brief the meeting on the progress of NSP V and SCN 213 implementation.

g)      Supporting families or individuals with HIV must not be kept confidential to service providers or physicians. Confidentiality is limited to the general public of a social or geographical situation if society is prejudiced or discriminated against.

h)      To demonstrate the country leadership, Cambodia has appointed a representative of the Ministry of Economy and Finance to chair the Global Fund Coordinating Committee for Cambodia (CCC) so that the MEF will be aware of the burden related to the GF grants and will be able to prepare the country financial response to the needs of public health in the future.

Before closing the meeting, the Senior Minister commended all the leaders for the good communication between the technical leadership and the General Secretariat as a whole and to continue all of their efforts with due diligence to perform the job better.

The meeting ended at 11:17 am with a happily and friendly atmosphere.
