
On the morning of the August 2, 2021, from 09.00 a.m., Senior Minister Ieng Mouly, Chair of the National AIDS Authority delivered his Opening Speech in the meeting on HIV Estimates Dissemination and 2025 Targets virtually, via Microsoft Teams. The meeting was participated by 42 people/accounts including Dr. Whin Thin Khin Cho, UNAIDS Country Director a.i., H.E. Dr. Tia Phalla, Vice-Chair of NAA, Members of the Top Management of NAA, Dr. Ly Penh Sun, Director of NCHADS, Representatives of relevant Ministries and institutions, Development Partners, CSOs, and KPs.
To start the speech, the Senior Minister reminded the participants that Cambodia and all other countries around the world voted to support the United Nations Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030 on June 8, 2021. The United Nations Political Declaration on HIV and AIDS and Global 2025 targets have been widely disseminated to full members of the National AIDS Authority through a Policy Advisory Board meeting with participation of Senior Officials from key line ministries, all 25 provinces and cities Governors, CSOs and Key Populations on June 30, 2021, he added.
Before COVID–19, Optima warns us that Cambodia will not be on track in reducing new infections up to 2025 targets. Just after the Optima release in 2020, COVID-19 came to our country and causes serious knock-on impact on country economy and creates additional setbacks causing dangers of under-investment in public health, systems for health and pandemic preparedness. Besides, in our Funds Raising Application for GFATM exercise, all of us acknowledge that we do not have sufficient funding for HIV prevention and social enabling, the Senior Minister mentioned. Moreover, on our roadmap toward the sustainable response to HIV and AIDS, line ministries and concerned institutions have been made a lot of efforts in implementing the Council of Ministers’ letter number 213 issued in early 2019, the Senior Minister added.
Before concluding the speech, the Senior Minister highlighted that we are transitioning towards sustainable response to HIV and AIDS, we need to sharpen our Leadership, Partnership and Investment. With our commitment to move from dependency to resilience, we also need to consider the impact of COVID-19 and minimize the disruption of HIV services and the system strengthening efforts with the application of “new normal practices” to assure safety while absorbing the existing resources.
Finally, on HIV and AIDS, to leave no one behind, we are committed to apply people–centered, dynamic and integrated approach not only in HIV Program such as Client Centered Services, Community Led Services and Community Led Monitoring but also in broader government policies and reforms such as Universal Health Coverage, Social Protection and other efforts of the country to attain the Cambodia Sustainable Development Goals (CSDGs), the Senior Minister concluded his opening speech.
