
The National AIDS Authority held the March 2021 monthly meeting under the high presidency of Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, at the Authority’s Headquarters on the morning of March 31, 2021.
Taking part in the meeting were some Excellencies and Lok Chumteavs, the NAA’s vice chairs, secretary general, deputy secretaries general, and director of cabinet, who were present in the meeting room. As for some other Excellencies and Lok Chumteavs, the Authority’s advisers, deputy secretaries general, deputy director of cabinet, department chiefs, and deputy department chiefs, as well as ladies, gentlemen, misses, the office heads and deputy office heads, they joined the gathering via BlueJeans video conference in a total number of approximately 50 attendees.
The purpose of the meeting was to:
- Update the activities of the Authority’s top Managership and Secretary General.
- Review the situation concerning the objective of the spread of and response to HIV and interventions.
- Review the achievements scored and obstacles encountered in implementing the action plans and ongoing plans.
First of all, the Chair of the meeting, His Excellency the Senior Minister, welcomed all the participating officials and informed them of the meeting process to be conducted according to the following agenda:
1- Presentation of the report on the results of the work activities performed by the top Managership and Secretariat General in March 2021 by H.E. Chhim Khindareth.
2- Presentation of the Prospective Country Evaluation (PCE)’s Analysis on the GF grant contribution to Cambodia HIV response, by H.E. Dr. Tia Phalla, NAA vice chair in charge of technical issues.
3- Conversation by His Excellency the Senior Minister.
4- Miscellaneous issues.
His Excellency the Senior Minister permitted H.E. Chhim Khindareth to present the report on the results of the work activities conducted by the top Managership and General Secretary in March 2021 and the targets set for April.
With the permission granted by His Excellency the Senior Minister, Secretary General H.E. Chhim Khindareth made the presentation, focusing on the main points relating to the work activity results as follows:
I. Presentation on the work activity results achieved by the top Management and Secretary General
1. Work activities accomplished:
• Having held the third meeting of the Technical Advisory Board.
• Having held the first meeting on the organization of the Fast Track City AIDS response project in Siem Reap Province.
• Having adjusted the target indicators of the 2016-2030 sustainable development framework.
• Having finalized the preparation of the mid-term review of the Fifth National Strategic Plan for a Comprehensive, Multi-Sectoral Response to HIV/AIDS.
2. Challenges:
• The ongoing COVID-19 situation continues to affect the implementation of HIV/AIDS response activities.
• It is impossible to provide direct educational services.
• It is impossible to promote FTC work in target provinces.
3. Steps taken for next month:
• To collect and submit the 2021 global AIDS monitoring data to the United Nations.
• To prepare a retreat to be held via online video conference on April 8, 2021.
• To hold consultative meetings with relevant organizations on the NSP V & SCN 231 implementation.
• To further promote HIV transmission prevention program through intervening in the dissemination of education to key populations, specifically to men having sex with men (Condom use, PrEP, PEP, U=U).
• To carry on with training to build up the NAA General Secretariat officials’ work capacity.
II. Presentation of the Prospective Country Evaluation (PCE)’s Analysis on the GF grant contribution to Cambodia HIV response, by H.E. Dr. Tia Phalla, NAA vice chair in charge of technical issues.
• Context of national programs and implementation of the Global Fund’s 2018-2020 assistance.
• Analysis and finding focus on:
Implementation towards the 2025 strategic targets (95-95-95) for sustainable investments by the Royal Government and Global Fund (as well as by other donor partners).
Strengthening of prevention services and dissemination to key populations.
Sustainable equity and Resilient Sustainable Systems for Health (RSSH) in HIV response.
• Request for funds for RSSH is only within the limit of supporting, but yet strengthening the health system. That is it is within the second limit of the Global Fund model for advancing towards the sustainability limit of the health system, representing by four S: 1) startup, 2) support, 3) strengthening, and 4) sustainability.
• As regards the external funding, it has declined about 40% since 2020.
• Costing model of budget estimation in the implementation of the HIV strategic plan is still short of between $8 million in 2021 and up to $14 million in 2023.
• The National AIDS Authority is responsible for unrelated-health aspects (against discrimination, violence, human rights, and co-financing) and is acting as advocate and coordinator with the Royal Government in HIV response.
• A slew of factors have influenced the program outcomes and the estimation of the Global Fund contribution.
• For future works, the Global Fund points out that the strategic direction is the support of the Ministry of Economy and Finance for Notification Sor Chor Nor Sor Sor 213.
• Since the NAA role is very large in countrywide management, we shall have joint responsibility for strengthening the leadership, coordination, monitoring, and evaluation mechanism.
• The General Secretariat is asked to look into the Departments and coordinate them to prepare and implement priority plans in line with each strategy in order to enable partner organizations to assist in any area.
III. Conversation by His Excellency the Senior Minister
Afterwards, the meeting moved to the third item on the agenda, with His Excellency the Senior Minister chatting and offering recommendations on the key issues as follows:
1. The Prospective Country Evaluation is the Global Fund’s team working to respond quickly to discovered results and present in only eight countries worldwide.
2. The National AIDS Authority is a small institution, but it has comprehensive and multi-sectoral responsibility for motivating works with responsible ministries and institutions throughout the country as well as monitoring and coordinating duties.
3. Due to the context of COVID-19, we have been unable to sally out to perform our tasks. Nonetheless, we can work at place with online networking, and as a first step, we shall strengthen and further implement the Ministry of Health’s guideline of 3 Protects and 3 Don’ts.
4. We have set up an ad hoc subcommittee for COVID-19 vaccination injection, consisting of the chair, vice chairs, and members to liaise with the Ministry of Health to look for vaccination sites for the NAA staff and officials.
5. The work of Sor Chor Nor 231 is a wide-ranging measure that the Ministry of Health shall enforce together with the Health Support System (RSSH).
6. In Cambodia, “CCC” (Country Coordination Committee) is used while for the Global Fund in other countries, CCM (Country Coordinating Mechanism) is employed instead. Moreover, recently, the Global Fund launched an initiative about “CCM Evolution.” The Country Coordinating Mechanism Evolution is the Global Fund’s effort to seek important contribution strategy for strengthening the whole health governance. Therefore, Measure 6 of Sor Chor Nor 231 signifies that health system shall be strengthened to draw patients to come and receive services regularly.
7. All vice chairs and the General Secretariat, equipped with high technology, are asked to meet and discuss writing articles by looking into priority activities, such as 1) the Fifth National Strategic Plan, 2) every measure of Sor Chor Nor 231, 3) capital, provincial, municipal, district/khan, commune/sangkat AIDS Committees, 4) Fast Track City project in HIV response, 5) Glossary, and 6) MSM, and then post them on the NAA homepage.
8. Prior to terminating his task as a Global Fund Board member for the Asia-Pacific region, His Excellency the Senior Minister sent an email to Mr. Mark Edington, asking for his intervention to speed up the request for US$3.5 million for setting up a laboratory to support the fight against COVID-19 in Preah Sihanouk and Siem Reap Provinces.
9. A propos the retreat scheduled for April 9, 2021, H.E. Tia Phalla must try to make arrangements to seek inputs from various partners that are compatible with the national strategy and to organize games, while His Excellency the Secretary General prepares the strategy.
10. Due to COVID-19 being so virulent, we will again hold the First NAA Plenary Meeting 2021 online. Please prepare agenda, relevant documents, and project decisions planned for the upcoming June meeting to be held via video conference.
At the end, His Excellency the Senior Minister encouraged and advised all the officials to carry on with their efforts jointly by paying attention to improving their tasks. We all should continue to look into and monitor the implementation of Sor Chor Nor 231 towards containing new infections. Excellencies and Lok Chumteavs in charge of ministries and provinces shall prepare priority action plans in agreement with each strategic policy principle to present for the ministries and provinces to implement the AIDS-fighting work.
The meeting concluded at 11.14 am in an elated and extremely cordial atmosphere.
