
Date: Morning January 23, 2021.
Venue: Party office of Po Mreal and Nitean Communes, Basedth District, Kampong Speu Province.
Participants: Excellencies, Lok Chumteavs, ladies, and gentlemen, the district governor, heads of the working group assisting communes, head of the district administration, members of the District Party Committee, members of the Commune Party Standing Committee, members of the Commune Party Committee, members of the Party Branch and Party Sub-branch, commune chiefs and deputy chiefs, and village assistants.
Presidency: Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and Head of the Party Working Group assisting Basedth District, held conversation with local leaders to update party members, consolidate internal solidarity, and strengthen the commune party members.
1) Opening remarks: His Excellency the Chair expressed welcome and thanks to the participating members and permitted the two commune party chiefs to present update reports especially on the general situation in villages. He then permitted village chiefs to take turn offering reports about their respective localities. The focus was on: 1) commune council elections, 2) containment of opposition parties, 3) measures to prevent HIV transmission, and 4) measures to contain drugs use. Moreover, he asked that ongoing inactive points, obstacle problems, and suggestions be raised.
2) Reports:
A) General situation of Po Mreal commune:
• The commune has 18 villages, 2,799 families, and 2,531 party families, equal to 90%.
• The total number of population in the villages is 11,848 people (6.005 women).
• The number of young people aged 18 up is 7,451 (4,005 females).
• The number of party members whose names are currently in the NEC’s voter list is 6,188, equal to 83%.
• The number of migrants living in the country is 2,131 while those staying overseas 113. Quarantine was recommended for workers returning from overseas.
• Public services, such as the issuance of birth, marriage, and death certificates and other diverse documents, were done in a timely fashion.
• The activities of the party working group are to visit villages and communes regularly with a view to strengthening the party members and disseminating the Party’s policies.
• The visit is as well to solve all various problems as much as possible for the poor and vulnerable people in the localities.
• The Party’s structural organization consists of 27 party committee members (two women), seven commune council members (two women), one administrative police station officer, one health center staff member, two school principals, 13 village chiefs, one commune clerk, and two youth members.
• There are 22 party branches, 54 party sub-branches, and 2,531 party groups.
• Commune/village development: there are animal farms of, such as frogs, lobsters, chickens, ducks, and pigs, as well as of many other types of crops.
B) General situation of Nitean commune:
• The commune has 15 villages, 2,310 families, and 1,805 party families, 20 party branches and 45 party sub-branches.
• The total number of population in the villages is 9,822 people (5,091 women).
• The number of young people aged 18 up is 6,437 (3,501 females).
• There are seven commune councilors (three Khmer National United Party councilors).
• Public services are provided as needed to the citizens with no political discrimination.
• Commune/village development in 2020: in Dei Kraham village, four roads of 4,250 meter long have been restored and three sewers installed; in Trapeang Andong village, a road of 2,031 meter long restored and three sewages installed; in Po Tbeng village, a road of 1,300 meter long restored, and in Tram Kak village, two roads of 2,800 meter long restored.
• Commune/village development: there are animal farms of, such as frogs, lobsters, chickens, ducks, and pigs, as well as of many other types of crops.
Challenges in the villages consist of:
• The citizens have been lured into lending money with high interest returns.
• Chief borrowers have not yet taken action (agreed to pay back only 2%).
• There are many branches selling cosmetics and nutritional products in the villages.
• There are local and foreign migrant workers.
Suggestions:
• The authorities are requested to take legal action quickly against the chief borrowers.
• It is requested that the branches selling cosmetics and supplements be reexamined.
3) Discussions:
His Excellency the Senior Minister accepted those suggestions from the village chiefs to consider and solve with the Royal Government Working Group assisting Basedth District.
Before concluding, His Excellency the Senior Minister mentioned:
4) Resolutions (recommendations offered):
• Compliment is paid for the work progress in the past, implementation of the village/commune safety policy, and management of security and public order situation and maintenance of stability by the authorities for people in all localities during the COVID-19 pandemic.
• Despite COVID-19 is still lingering, we have to preserve measures to prevent this COVID-19 transmission by maintaining hygiene, such as wearing facemasks, washing hands with soap or alcohol, safely staying away 1.5m from each other, and advising workers returning from overseas to stay in quarantine. Cambodia, too, has made ready one million doses of vaccines, kindly donated by the Chinese Government, to vaccinate the public servants and citizens.
• The update of party members who have registered for the 2022 commune/sangkat council elections should be checked and verified against the 2020 voter list of the National Election Committee (NEC).
• We should maintain that a party member is a voting ballot paper in the next election.
• Continue to educate the people to understand about the enforcement of legal measures against offenders, strengthening of the implementation of democracy, and retaliation against the outlawed opposition, disseminating the news about the return of its chief rebel.
• The Ministry of Interior has issued guidelines authorizing all the commune administrations to recruit commune administration assistants with transparency and accountability to assist in carrying out works according to concrete need.

The commune administration with five to seven councilors can enlist two assistants while the one with nine to 11 can engage three.
• As regards the HIV problem, if anyone in village is living with HIV, he/she is asked to receive public health services and take medication regularly as advised by doctor. Have the district and commune levels already set up AIDS committees, have the committees already functioned, and have plans already been devised? At the commune level, it is easy to organize including, as AIDS committee members, the Women and Children’s Affairs Committee, nongovernmental organizations, and influential people in society.
• Regarding the drug problem, guardians are asked to educate and advise children in their families to stay away from drugs. Since drugs cause devastation to families, they have to be prevented from getting into schools at all costs.
In conclusion, His Excellency the Senior Minister profoundly thanked and commended all the working group members for their participation and their better management of the villages. Moreover, he reminded that there should be good internal solidarity, spirit of high responsibility in the service of the people, and continuation of strengthening the local forces’ confidence in the Cambodian People's Party.
