
Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, spoke at the Regional Forum for Asia and the Pacific on World AIDS Day on the Topic “Leveraging the structure of the HIV response to address stigma, discrimination and the socio-economic impact faced by key and marginalized populations during the COVID-19 pandemic” organized by UNAIDS via video conference, starting from 2pm on the afternoon of December 2, 2020.
This meeting was held under the high presidency of HRH Princess Soamsawali Krom Muen Suddhanarinatha and participated by Mrs. Winnie Byanyima, director general of UNAIDS, and Mr. Eamonn Murphy, director of the UNAIDS for Asia and the Pacific.
His Excellency the Senior Minister presented the remarks at the regional forum for Asia and the Pacific on Unlocking the Lockdown “sustainable and people-centered approaches to the response to COVID-19 pandemic leveraging lessons learnt from HIV in Asia and the Pacific” in Bangkok and via video network.
Accompanying His Excellency the Senior Minister in the discussion included H.E. Dr. Tea Phalla, H.E. Dr. Ros Seilavath, H.E Dr. Sut Thangphann, H.E. Dr. Sorn Piseth, and Mr. Sorn Chanvireak.
Addressing the meeting, His Excellency the Senior Minister spoke about Cambodia’s success in control of the pandemic. In leadership, evidence-based services and community involvement have reduced new infections by 62% and AIDS-related deaths by 54% between 2010 and 2019. Along with this, the National AIDS Authority, in collaboration with the UNAIDS, has conducted an HIV and social protection evaluation to uncover barriers preventing key population from accessing social protection and health services. The National AIDS Authority and UNAIDS have worked hand in hand with some key ministries and partners in reviewing those response activities and barriers.
He added that over the past two-three years, the National AIDS Authority, as UNAIDS and UNDP partners, worked jointly with the Ministry of Planning to make certain that PLHIVs and key population had received ID-Poor cards and benefits from the Social Protection Plan, thereby enabling 2,910 PLHIV families to receive ID-Poor cards in 2019.
At the conclusion of his speech, His Excellency the Senior Minister emphasized that in the context of response to COVID-19, the Royal Government of Cambodia has spent approximately $20 million per month as emergency fund to assist the poor, including PLHIVs.
