Public Forum to Monitor and Support the Implementation of the Political Program and Rectangular Strategy Phase IV of the Royal Government of Cambodia

Svay Chorchep: Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and Head of the National Working Group assisting Basedth District, highly presided over a Public Forum to Monitor and Support the Implementation of the Political Program and Rectangular Strategy Phase IV of the Royal Government of Cambodia held at the Svay Chorchep commune hall in Kampong Speu Province’s Basedth District on the morning of October 12, 2020.

The forum was attended by Excellencies, Lok Chumteavs, ladies, gentlemen, and misses, the heads, deputy heads, and members of the National Working Group assisting Basedth District; the district governor, representatives of offices around Basedth District, authorities of Svay Chorchep commune, armed forces, and locals in the number of approximately 90 participants.

First off, the district governor presented a report to the forum, pointing out that Basedth District had completed electricity connection to all 218 villages and received the certificate recognizing the termination of indiscriminate release of human waste everywhere from the Ministry of Rural Development.

Speaking to the forum, His Excellency the Senior Minister said that if peace is talked about, our present-day regime has brought in peace 22 years already since 1998. Thanks to the abundance of peace, we have development, and according to the report by the district governor, all the 218 villages have electricity 100% and the poverty rate is 13.43%. Since we are no longer poor, they have scaled down assistance to us; that is, they have loaned us money for development. Our current regime is democratic. If it were authoritarian as the opposition clique claims, we would not need to come making a visit like this forum. We have also organized elections regularly every five years. Power comes from the people. He also stressed that human rights can be maintained only once the country is endowed with peace.

Next, His Excellency the Senior Minister asked the participants to present questions or requests. Village chiefs, village representatives, and locals then made requests and raised questions in connection with: 1) infrastructures (water gates in Trayoeng Te village and roads in Russey Yul village), 2) ID cards, and 3) education (school age limit).

Before offering solutions to the request makers and to the citizens, His Excellency the Senior Minister asked the district governor, office representatives, and commune chiefs to provide clarification answers.

With respect to the issue of water gates, the Water Resources and Meteorology Department has accepted to address it. As for the delay in and unofficial cost of the ID card issuance, the district governor suggested that should the issuing time exceeds 30 days, he should be contacted for solutions.

Regarding the school age limit, the representative of the Education, Youth, and Sport Department clarified that the limit is 6 years old according to the Constitutional Law. In the past, the citizens took their underage children to schools. As those kids were smart, they were enrolled and allowed to go to higher classes. However, when they sat junior high school entry exam when ages needed to be checked, the parents then run to correct their children’s age. He added that those underage were all smart. Therefore, it was requested that the age limit be reduced.

Offering a solution, His Excellency the Senior Minister asked the relevant institutions to prepare documents to request His Excellency the Education, Youth, and Sport Minister’s special authorization.
