Senior Minister Ieng Mouly: Despite Being in COVID-19 Period, We Do Not Give Up, But Still Carry on With Development Work

Po Mreal Basedth: Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and head of the National Working Group assisting Basedth District, highly presided over a public forum at the Po Mreal commune hall, Basedth District, Kampong Speu Province,  on the morning of Thursday, September 10, 2020. The purpose of the meeting was to conduct a review of and lend support to the implementation of the Political Platform and Rectangular Strategy Phase IV of the Royal Government of Cambodia.

In attendance at the forum were Excellencies, Lok Chumteavs, ladies, gentlemen, and misses, the heads and deputy heads of the National Working Group assisting Basedth District, the district governor, the representatives of the departments and offices around the district, and the Po Mreal commune’s authorities, armed forces, and locals in a number of 50 participants.

Speaking to open the meeting, His Excellency the Senior Minister stated that this is the first public forum after months of postponement due to the COVID-19 disease. This virus is malignant because vaccines have not yet been discovered. Hence, the Ministry of Health advises that there should not be more than 50 attendees at any meetings. He added that this disease has hampered world economy, but our economy has neither deteriorated nor been jammed. Today’s meeting is small, because we can no longer wait. We have to come to listen to the compatriot citizens to get understanding and look for solutions. From now onwards, we will continue to meet with around less than 50 people.

Afterwards, District Governor Chhin Sothun reported to the forum about the general situation of and development in the district. He said that the poverty rare in Basedth District is 13%, that there are 3339 families at poverty level 1 and poverty level 2, and that during the COVID-19 period, another batch of 309 families have been added to get financial aid from the Royal Government.

His Excellency the Senior Minister then permitted the participants to voice their views and requests. There were requests for a bridge in Mreal Thnaot Khang Cheung commune and two roads in Chamroen Phal and Sre Kh’nhe communes and issues pertaining to the dependence on by-products from Ta Nuon commune’s pond, a nutrition company conducting propaganda urging people to pay US$2,000 membership fee, the release of waste from pig farms into ditches, and so forth.  

Prior to presenting solutions to the people, His Excellency the Senior Minister asked the district governor, heads of the commune working groups, director of the district administration, and representatives of expert offices to offer clarifications.

After listening to the comments, he made a summary and recommendation as follows:

1)    The citizens are asked not to believe in any companies that conduct deceitful activities, asking people to buy their products by initially paying them US$2,000 to become a member in order to receive a monthly salary of US$500 or to loan them money to gain a 10% interest per month and so forth.

2)    All pig farms must observe hygienic and environmental standards. They have to avoid releasing harmful substances or animal feces into ditches, streams, ponds, or rivers the water from which is being used by the citizens.

3)    As regards the bridge in Mreal Thnaot commune, the district governor is asked to contact the engineering team to assist in providing a temporary bridge for students to travel to school, until JICA’s construction project is launched.

4)    For the problem in Ta Nuon commune, the district and commune authorities are asked to go there to organize order and advise village leaders to serve as model for the citizens by immediately dismantling anarchic construction built by their children and making an inventory of state assets as speedily as possible.

5)    Concerning the two roads in Chamroen Phal and Sre Kh’nhe communes, His Excellency the Senior Minister advised that a request be presented urgently to the engineering team, asking it to assist in their construction.

At the end, His Excellency the Senior Minister specified that due to COVID-19, the use of development budget might be delayed. However, we will not give up, but carry on with the development work and resolve problems step by step.
