
Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, led a video conference with BlueJeans App on the morning of Friday, April 10, 2020, with the participation of 28 Excellencies, Lok Chumteavs, ladies, and gentlemen, who are the vice-chairs, chief of cabinet, secretary general, deputy secretaries general, directors and deputy directors of departments. The purpose of the meeting was to examine the results of the top managers’ activities and to hold conversation with them and NAA officials.
At first, His Excellency the Senior Minister welcomed all the officials and complimented them for their hard works with good results. And he advised them all to continue making efforts to the sake of the institution’s advancement and to gain the leadership’s trust.
His Excellency the Senior Minister then permitted Secretary General HE Chhim Khindareth to present a report on the results of the work activities conducted by the NAA Leadership and Secretariat General in the response to HIV/AIDS, progress and challenges in March 2020, and targets set for the subsequent month.
After listening to the report, His Excellency the Senior Minister offered advice to all the top managers, saying that in the situation where COVID-19 is spreading, we are able to continue meetings and monitor our works through video conference. Therefore, if a meeting, like the technical advisory council’s meeting, is wanted to be organized, HE Sorn Piseth, director of the Department of Administration and Finance, can be contacted to have the meeting held with BlueJeans app.
Moreover, he advised Vice-Chairs HE Tia Phalla and HE Ros Seilavath to review the three-year rolling Public Investment Plan (2021-2023) for response to HIV/AIDS and the Royal Government’s counterpart funding of $2 million planned for 2021, $2.5 million for 2022, and $5 million for 2023.
Afterwards, His Excellency the Senior Minister permitted the following Excellencies and Lok Chumteavs to present their views:
1. Vice-Chair HE Tia Phalla spoke of the progress of Notification No. 213 S.C.N, with Professor HE Eng Huot, Secretary of State of the Ministry of Health, offering his official agreement on undertaking activities in response to HIV/AIDS at health centers with reliance on leadership, partnership, and investment. As regards NGO partnership, it has not yet been well implemented with government officials, such as AIDS committees at health centers, communes, or sangkats.
2. Vice-Chair HE Chea Por reported that at present in Korea, plasma, taken from cured COVID-19 patients injected into people with severe COVID-19 disease, has showed that it has helped relieve the illness severity.
His Excellency the Senior Minister reminded that COVID-19, which is very complicated and increasingly severe with the magnitude that could pose high transmission risk, is continuing to kill thousands of people daily.
Thus far, Cambodia has not yet had COVID-19 transmission in communities. Positive COVID-19 is mostly imported and so far, no Cambodian citizen has died of the disease caused by COVID-19. This disease may bring disaster to life and severely wreak havoc on economy. Therefore, to be effective in preventing the COVID-19 spread and protecting ourselves from the disease transmission, we all should strictly abide by the orders and measures introduced by the Royal Government by, such as staying away from each other; wearing mask correctly; washing hands regularly with soap, alcohol, or anti-virus gel, and abstain from travelling or gathering at will.
Since COVID-19 is a pandemic that has serious impact on the country’s economy and threatened people’s life, we, especially those over 60 years old, have to decrease our missions and work from home instead to prepare commune/sangkat budgets and be ready to carry out works correctly, with quality and quantity.
Furthermore, His Excellency the Senior Minister also offered recommendations as follows:
1. HE Tia Phalla and HE Ros Seilavath should prepare draft activities and draft budget for communes/sangkats, organize interministerial meetings, and review the progress of the Notification 213 S.C.N implementation, and conduct fact-finding research on the situation of the multisectoral fight against AIDS at the subnational level through integrating AIDS-combating work into the safety village-commune policy. And review the situation concerning HIV carriers, diagnosed HIV carriers, and HIV carriers receiving antiretroviral therapy.
2. His Excellency the Senior Minister advised HE Teng Kunthy to help verify the contents of the national guideline on the prevention of HIV pandemic transmission for non-health sector that our technical working team has already prepared, after a decision on this guidance has been made to integrate the recommendation on health sector, issued by the Ministry of Health, into a national guideline comprising of health and non-health sectors.
3. HE Hor Bunleng should supervise the work on HIV/AIDS education video to make sure that it conforms to technical standards by offering recommendations for rectification prior its official dissemination.
At the end, His Excellency the Senior Minister advised His Excellency the Secretary General to: 1) organize teaching sessions to strengthen the officials’ capacity by opening training courses, 2) prepare budget plans, 3) compile glossary by providing word explanations, especially abbreviations, producing correct translations with setting up a discussion working team, and securing approvals from the National Council of Khmer Language. Besides, it is asked not to gather at this Khmer New Year celebration. We just exchange best wishes through Telegrams.
