
Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and head of the National Working Group assisting Basedth District, presided over a meeting to review the work of holding public forum in 2019 at the office of Kampong Speu Province’s Basedth District on December 26, 2019. Excellencies, Lok Chumteavs, ladies, and gentlemen, the deputy heads and members of the National Working Group assisting the district, as well as approximately 70 representatives of expert offices, district and commune administrations, and armed forces attended this meeting.
Speaking to the meeting, His Excellency the Senior Minister said:
1) The working group established by the Royal Government is vitally important, participated by representatives of a slew of ministries. While the working group is able to deal with some works, but sometimes works or problems raised by people, expert offices, too, can provide them with explanations.
2) Whenever a public forum is held, the interesting issue is to do whatever possible to have a larger number of people participate and ask questions lively.
3) Community land is a ticklish issue that should be avoided. Our villages and communes should protect state land. An abusive land clearance constitutes a flagrant offense that should be dealt with legally immediately. Moreover, local officials should be cognizant that they are community landowners.
4) As regards drug problems, if we fail to contain them from the bottom (families), families will be devastated. Therefore, schools have to be controlled to prevent drugs from infiltrating. We should be aware that the people’s strength and intelligence are national defense forces. Besides, in human resources building, the Royal Government has offered subsidies to support poor pregnant women. This is the attention paid to building human resources to ensure that newborn babies are in good health. However, at present, we are too extravagant with food that can prevent infectious diseases and human resources destruction in the future. Additionally, His Excellency the Senior Minister stressed that now, the AIDS problems could recur due to drugs. Currently, the HIV infection rate among men having sex with men is increasing up to 8%.
Following the reports and clarifications presented by the district governor; Lok Chumteav, the deputy head of the working group; representatives of expert offices, and commune chiefs, His Excellency the Senior Minister advised that regarding public services, we all, the public officials, are the people’s servants. If we fail to provide good public services, how people can support us. The provision of needed services, such as the issuance of birth certificates, marriage certificates, and ID cards should be done speedily and handed them directly over to the people. As for requested services, such as the request for roads, if appropriate and possible to be addressed, the working group, too, can deal with them. Along with this, we should also think of the service to offer jobs to the people as well. As for health services, they are also very important. We have secured a large number of votes thanks to health and educational services. Strengthening the health system to make it effective is a task that should be continued further.
At the end, His Excellency the Senior Minister reminded the meeting that the task of the working group is just to coordinate and inspect the implementation of the Royal Government’s policies. As for the direct doers of the work with the people, they are our village chiefs, commune chiefs, and local armed forces. Hence, the localities, which are the direct service providers, should do good deeds and offer good services. Besides, we should also take into consideration the trash and environment issues at factories as well.
