
The National AIDS Authority held the 2019 meeting and announced the appointments of the authority’s top managers and officials under the high chairmanship of Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, with the participation of over 100 top managers and officials on the afternoon of December 20, 2019.
His Excellency the Senior Minister reminded and advised the authority’s top managers and officials that strengthening institutional work structure and human resources was the competent authorities’ priority to enable them to have the capacity and possibilities to perform missions in line with their responsibilities. That was, to lead the national coordinating multisectoral movement in the fight against HIV and AIDS.
Moreover, he complimented the top managers and officials on their efforts to carry on with their tasks in the whole year of 2019 in mapping out the Fifth National Comprehensive Multisectoral Strategy and, with the Royal Government’s agreement, enacting the six-point measures to respond sustainably to HIV and AIDS, as specified in Notification No. 213 SCN.SS dated February 21, 2019. He as well pointed out that the achievement in the combat against AIDS in Cambodia was attained thanks to the three pillars: 1) ownership and leadership, 2) partnership, and 3) investment.
His Excellency the Senior Minister announced that the Global Fund had informed that Cambodia would receive $41.5 million in funding for fighting HIV for 2021-2023. However, the Royal Government had to contribute a counterpart funding of approximately $2.5 million up to $5 million in 2023. On this issue, Samdech Decho had already authorized in principle to consider including it in the financial management law.
Along with the success recognized internationally, His Excellency the Senior Minister voiced concern over the recurrence of the rate of new HIV infection among men having sex with men and transgender people.
As regards the multisectoral work against HIV, he lauded ministries, institutions, and provinces for their more active participation. Meanwhile, he also encouraged the NAA top managers and technical officials to further cooperate, coordinate, engage and strengthen multi-sector partnership with ministries and national institutions in order to allow the long-lasting and significant participation to fight against HIV by transforming into a national commitment and actions (national determination), in compliance with the lofty announcement of Samdech Akka Moha Sena Padei Techo Prime Minister. His Excellency the Senior Minister added that our Cambodia is definitely fortunate in the AIDS work. Whenever meeting workers, Samdech Decho always educated them to protect themselves from HIV infection.
Lastly, he advised the appointed officials to, from now onwards, contribute to heightening capacities and boosting work effectiveness, thereby enabling the authority to respond to the need to combat HIV and AIDS in the Kingdom of Cambodia towards their end by 2025.
