Senior Minister His Excellency Ieng Mouly, Head of National Working Group Assisting Basedth District, Presides Over Public Forum With Citizens From Pheakdei, Kat Phluk, and Kak Communes

Basedth: Senior Minister His Excellency Ieng Mouly--Chair of the National AIDS Authority, Head of the National Working Group assisting Basedth District, and Head of the Central Working Group assisting the district--presided over a public forum with the citizens from Pheakdei, Kat Phluk, and Kak communes at Kat Phluk Pagoda in Kampong Speu Province’s Basedth District on the morning of December 12, 2019. In attendance at the event were Excellencies, ladies, gentlemen, and misses, the heads, deputy heads, and members of working groups assisting the district as well as representatives of expert offices, district administration, communes, administrative posts, armed forces, and approximately 350 citizens.

Following the presentation of a report by the Basedth district governor, speaking to the citizens, His Excellency the Senior Minister said that owing to our adherence to liberal democracy, we come here regularly to meet and listen to the people. We want to know whether the local authorities have already provided the people with public services they need, including some issues that we are able to resolve and some others that we should present to the higher-ups.  

He informed the citizens at the forum that in 2020, the budget allocated to each commune throughout the country will be at least $100,000 in average, hence communes will possess means better than before for development. When communes prepare development plans, they will have means for implementation. The goal of the Royal Government is that in the future, all rural roads will be tarred and there will be electricity and tap water as well.

His Excellency the Senior Minister also told the citizens that since 2016, Cambodia has no longer been a poor country. Now, we are a lower-middle income country, but in 2030, Cambodia will be a high-middle income country, and then in 2050, it will be a high-income country

The Royal Government has strived to maintain peace to ensure security, stability, and development. Only with peace can we have development. If there is no peace, how can human rights exist? If there is no peace, democracy and human rights should not be talked about. We consider peace above all to protect the country from turmoil. If there is no peace, we are unable to build the country. On November 9, the outlaw rebel group staged a planned coup d’état, but those activities were defeated utterly. As such, it is clearly showed that they have no capability whatsoever and are completely unsupported. The oppositionist clique has the option of taking part in democratic elections. Nevertheless, if they want to act rebelliously to topple the legitimate Royal Government, they will be suppressed at all costs. 

Afterwards, the citizens posed questions and requested that paddy prices be prevented from dropping, toys provided, community kindergarten built, community forests protected, people’s militia supported, dams restored, roads and bridges repaired, and drug problems addressed. 

In response, His Excellency the Senior Minister permitted the offices of agriculture; the office of education, youth, and sports; the district administration, and the district police inspector to offer explanations to the people. He then said that the Royal Government has allocated $50 million to the Rural Development Bank to help purchase paddy from the citizens at appropriate prices. Samdech Decho said that $50 million in funding offered was to succor farmers. He added that we have the policy to establish farming communities by contacting rice millers to sign contracts to purchase paddy at agreed prices. Our goal is to buy it at suitable prices.

As regards toys, he asked the working group to deal with it. On the issue of building kindergartens, he suggested that the communes and compatriots organize fundraising events and if the fund is still insufficient, the working group will fill it up. Commenting on drugs problems, the police inspector of Basedth District said the district police inspection had cracked down on scores of offenses, including on drugs. The inspector also requested the participation from the people. 

His Excellency the Senior Minister said that drugs are a serious problem for our district and that it is not that the forces remain idle. If we failed to join hands, we would be unable to address it. If children are addicted to drugs, the inspector should be informed to have them neutralized. And it is asked that no help should be rendered to conceal drug trafficking.

As for those encroaching concretely on community forests, His Excellency the Senior Minister said the district authorities could arrest them. The district administration pointed out that complaints would be filed and accepted for immediate action.

At the end, His Excellency the Senior Minister said that through our forum, we are cognizant that the citizens, village chiefs, and commune chiefs all want to develop their villages and communes. As for those who benefit from dams, they can never own them. Those taking dam and community lands as their possession are guilty and will be arrested by police. Therefore, we all should continue to develop our district further.
