National AIDS Authority, UNAIDS, USAID/HP+ Disseminate NASA 2018-2017 Expenses Under High Presidency of Senior Minister His Excellency Ieng Mouly
The National AIDS Authority, Joint United Nations Programme on HIV/AIDS (UNAIDS), and United States Agency for International Development (USAID)/Health Policy Plus (USAID/HP+) held a meeting to disseminate the Sixth National AIDS Spending Assessement (NASA ) for Response to HIV and AIDS in Cambodia for 2016-2017 under the high presidency of Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, with the participation of about 70 top leaders and officials of the authority, representatives of ministries, national and international institutions, development partners, civil society organizations, and key population.
Opening the dissemination meeting, Senior Minister His Excellency Ieng Mouly spoke of the importance of HIV/AIDS control spending reporting which describes the flow of resources spent for the response to HIV/AIDS and the source of resources the advantages of which the people have received from the HIV/AIDS combating program. In addition, the report also helps leaders in making decisions based on strategic information and allows Cambodia to mobilize resources with stronger accountability and implement programs with more efficaciousness and efficiency than before. It also is a tool in the national monitoring and evaluation framework to gauge and track the expenses on AIDS entailed throughout the country, allowing the preparation of reports for national institutions, development partners, and UN programs.
The report shows that budget packages for AIDS-combating work over the last few years have tended to decline remarkably, especially the funding from development partners. Funds have declined from US$58.1 million in 2010 to just US$31.5 million in in 2016 and US$34.5 million in 2017. Meanwhile, the national budget has tended to increase gradually, but it still cannot fully respond.
In reality, at this stage of ending AIDS, Cambodia is still in indispensable need of assistance from development partners, although the Royal Government of Cambodia has been boosting national budget to fill the gap and meet our needs.
As regards the success in the response to HIV/AIDS, His Excellency the Senior Minister pointed out that it is thanks to the following three pillars:
1) Leadership: the Royal Government of Cambodia, under the leadership of wisdom of Prime Minister Samdech Techo Hun Sen, has paid its utmost attention by entrusting the duty to the National AIDS Authority as direct leader. The vision of the 5th National Comprehensive and Multi-sectoral Strategic Plan to respond to HIV/AIDS can possibly be implemented from 2019 to 2023.
2) Partnership: the Royal Government, development partners, civil society organizations, and key population have worked collectively in the multisectoral response, which is our key success.
3) Investment: our investment in the response to HIV/AIDS has been launched in a timely, comprehensive, and multisectoral fashion to the present time, which is the transitional stage towards the country’s ownership of the response with sustainability and high sense of responsibility.
In conclusion, His Excellency the Senior Minister solemnly announced launching the official use of the “Report on Expenses Incurred in the Fight Against AIDS for 2016-2017.”
