Senior Minister His Excellency Ieng Mouly Chairs Joint-City Meeting To Fast-Track Response To End HIV Epidemic Participated by Francophone Countries’ Mayors

Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, presented his impression at the joint-city meeting to fast-track the response to end the HIV Epidemic at Phnom Penh Sokha Hotel on the afternoon of December 2, 2019.
 
In attendance at the meeting were more than 300 mayors of Francophone countries, top leaders of the National AIDS Authority, representatives of ministries, institutions, and UNAIDS as well as some 400 civil society organizations delegates.
 
Addressing the meeting, His Excellency the Senior Minister said that Cambodia had strongly attained successes in the response to AIDS. Over the past two decades, HIV had spread rapidly in Cambodia. In 2017, Cambodia became one of the seven countries worldwide, which reached the 90-90-90 targets (90% of people living with HIV knew their HIV status, 90% of people living with HIV aware of their status were receiving treatment, and 90% of people living with HIV and receiving treatment had their HIV viral load suppressed.
 
He added that between 2010 and 2018, 62% of new infections and 48% of AIDS-related deaths had been reduced. Nowadays 81% of the roughly 73,000 HIV carriers in Cambodia are receiving care treatment and the HIV viral load of 78% of HIV carriers has already been suppressed. On top of this, Cambodia has adopted new methods to combine prevention, testing, and care and treatment of HIV/AIDS, including mainly the PrEP (Pre-Exposure Prophylaxis), self-testing, and so forth.
 
From obtained data, 70% of all the new HIV infection cases have taken place in Cambodia’s royal capital city of Phnom Penh and five provinces, namely Battambang, Siem Reap, Banteay Meanchey, Kampong Cham, and Takeo Provinces. 
 
His Excellency the Senior Minister pointed out that the joint-city initiative to fast-track the response to end the HIV epidemic was developed in 2014 when mayors from 26 cities around the world met and adopted the Paris Declaration on Unity to Fast-track the Response to End the HIV Epidemic. Since then, more than 300 towns across the globe have concurred to join this declaration, and this campaign has progressed remarkably. The UNAIDS has been seen playing a crucial role in spurring this initiative forward.
 
On that occasion, His Excellency the Senior Minister said that the capital city of Phnom Penh as well as Battambang, Siem Reap, and Banteay Meanchey towns would become the first cities ever in Cambodia to sign the Paris Declaration at the end of the seminar. In addition, he expressed the hope that many cities worldwide, including Cambodia, would continue joining this initiative.
