Senior Minister Ieng Mouly Gives Presentation to Global Fund Board on Experiences in Fighting HIV/AIDS in Cambodia

Geneva: Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and member of the Global Fund Board for the Western Pacific Region Constituency, gave a presentation on experiences in fighting HIV/AIDS in Cambodia, focusing on sustainable financial transition, at the Global Fund Headquarters on the morning of November 13, 2019. He gave the presentation to the 42nd Global Fund Board Meeting attended by representatives worldwide in Geneva, Switzerland on November 12-15, 2019.

His Excellency the Senior Minister said that three key components are achievements in the combat against HIV/AIDS. They include:

1) Ownership and leadership;
2) Partnership, and
3) Investment.

With ownership and leadership, the National AIDS Authority leads the multisectoral coordination response mechanism. Additionally, the Royal Government of Cambodia, too, introduced the six-point measures to ensure sustainability in the fight against HIV/AIDS in February 2019. On top of this, relating to the Global Fund’s program, the Ministry of Economy and Finance has assumed the principal recipient role since April 2018.

As regards partnership, development partners (donors) and international institutions, such as UNAIDS, UNDP, WHO, nongovernmental organizations, and civil society, work in join hands to check the progress of AIDS program implementation.

His Excellency the Senior Minister stressed that with assistance from UNAIDS, Cambodia may be the first country in the region having already made the transition readiness assessment, which constitutes the action plan towards sustainable AIDS program.

In investment, thanks to the generosity of Global Fund, Cambodia has managed mobilizing some US$500 million in resources. Along with this, since 2015, the Ministry of Economy and Finance has annually granted $1-1.5 million counterpart funding for purchasing antiretroviral drugs. As for the annually allocated $800,000, it is paying contract staff working in the Global Fund assistance program.

At the end, His Excellency the Senior Minister pointed out that as part of the decentralization policy, the Ministry of Economy and Finance will ease measures to allow health centers to utilize funds that could not be spent to implement AIDS programs. Moreover, the Royal Government has agreed to incorporate the AIDS programs in the Village/Commune Safety Policy and place them under the responsibility of local subnational administration (local Commune/Sangkat authorities).
