
The National AIDS Authority held the 2019 Conference to sum up the 2019 work results and set the 2020 target and action plan under the high presidency of Senior Minister His Excellency Ieng Mouly, Chair of the authority, at Vimean Mittaphap Conference Hall of the Council of Ministers Office on the morning of November 6, 2019.
Also present at the event were Excellencies and Lok Chumteavs, secretaries of state, under secretaries of state; deputy governors of the capital city and provinces, heads of the AIDS committees; representative of the Cambodian Red Cross; ladies and gentlemen, heads of the AIDS Secretariats of ministries, institutions, and capital and provincial administrations; representatives of aid donors, development partners, and civil society organizations as well as stakeholders involved in the multisectoral response.
With the National AIDS Authority as a multisectoral coordinating institution, for the whole year 2019, all ministries, institutions, development partners, people living with HIV, civil society organizations, and stakeholders joined forces to actively carry out tasks, achieving a great many major work results in the stage when foreign aid was declining.
The responsibility of ownership and obligation, which shoulder of illness burden and cost expenses of AIDS care and treatment have been transferred and step-by-step when external assistance is gradually reduced.
Even though the provision of foreign support become less and less, our determination to fulfill our obligations and roles as country ownership has spurred us to jointly resolve to end the spread of HIV in Cambodia in 2025-2030.
The conference jointly reviewed the attained annual results, shortcomings, and challenges in policy implementation and shared good experiences in identifying poor families and families with member(s) living with HIV and while reducing community discrimination towards people living with HIV and their families.
The conference also discussed the inter-institutional coordination at central and subnational administrations to comply with the Notification No. 213 SCN.SS dated February 21, 2019.
His Excellency the Senior Minister reminded the conference members from the national and subnational administrations of the key points of the fight against the spread of HIV and of the response to AIDS and asked them to:
• Unite to implement the policy and action plan and strengthen the multisectoral and systematic joint working mechanism between ministries, institutions, the private sector, civil society organizations, people living with HIV, and victimized or high-risk people.
• Have Long-term sustainable community and subnational plan, encouraged and assisted by the national administration.
• Provide quality, equitable, and nondiscriminatory care and treatment.
• Provide and utilize condoms consistently and correctly remain the first-option preventive method.
• Obtain counselling services, health education, and HIV blood test and get antiretroviral therapy immediately.
• Strengthen women’s and girls’ capability and gender equality, and so forth.
His Excellency the Senior Minister, Chair of the National AIDS Authority, earnestly congratulated and lauded the members at the conference and throughout the country for their efforts in actively participating in the fighting against HIV/AIDS, achieving proud successes one after another, with the correct and brave political resolve of the top leadership of the Royal Government of Cambodia, headed by “Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia,” and the untiring social support of “Samdech Kittiprittbandit Bun Rany Hun Sen,” president of the Cambodian Red Cross.
