
The National AIDS Authority organized its 2019 Second Plenary Meeting under the high presidency of His Excellency Ieng Mouly, Senior Minister in Charge of Special Mission and Chair of the authority, at Vimean Mittapheap Conference Hall, Office of the Council of Ministers on the morning of November 5, 2019.
The meeting, a biannual one, was attended by Excellencies and Lok Chumteav, Secretaries of State; ladies and gentlemen, deputy governors of the capital city and provinces; heads of the AIDS Committees of ministries, institutions, and administrations of the capital city and provinces, as well as members of the Multisectoral AIDS Policy Advisory Board.
The purpose of the meeting is to review the update of the situation relating to the spread of HIV and the results of the fight against AIDS in the second half of 2019. The meeting also discussed introducing the multisectoral AIDS policy for the first half of 2020 as well.
His Excellency the Senior Minister reminded the meeting that the Royal Government of Cambodia has taken in principal the decision, with his high resolve, on wiping out AIDS through clearly adopting the three-zero principle of “no new HIV infections,” “no discrimination against HIV carriers, and “no AIDS related death ” by 2025.
We have been journeying together with a clear vision in the genuine hope towards HIV elimination. This is thanks to our Cambodia already has effective indispensable factor, meaning the high political support of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.
After listening to presentations and holding view-exchange discussions, our meeting has:
First: Adopted in principle of the report on the progress, effectiveness, and achievements scored in the comprehensive multisectoral national response to the spread of HIV/AIDS over the last six months of 2019;
Second: Adopted in principle the comprehensive multisectoral strategic plan to respond to HIV/AIDS 2019-2023;
Third: Continued urging to promote the progress and further implement the “Notification No. 213 SCN.SS” issued by the Council of Ministers Office on February 21, 2019 pertaining to the response to HIV/AIDS, and
Fourth: Approved the resolutions adopted at the National AIDS Authority’s 2019 Second Plenary Meeting for further implementation to respond to HIV/AIDS towards achieving the 95-95-95 target by 2025.
In view of the proud results achieved in the past, the meeting joined in conveying congratulations to the Ministry of Economy and Finance, the Ministry of Interior, the Ministry of Health, the Ministry of Planning, and all the relevant ministries and institutions for their participation in urging the holding of various coordinating meetings and in implementing the Royal Government’s guidance as specified in the “Notification No. 213 SCN.SS” issued by the Council of Ministers Office on February 21, 2019 pertaining to the response to HIV/AIDS. Thus far, we have achieved proud results.
His Excellency the Senior Minister lauded and encouraged the Ministry of Economy and Finance to further help boost the national budget and coordinate its use in the fight against AIDS as well as help support the AIDS Committees of the capital city and provinces, allowing them to continue urging and collaborating with subnational administrations, especially with communes and sangkats, in implementing the “Notification No. 213 SCN.SS” issued by the Council of Ministers Office on February 21, 2019 relating to the response to HIV/AIDS at subnational levels.
His Excellency the Senior Minister, Chair of the National AIDS Authority, continued to call on the fellow compatriots at all social strata to be mainly self-responsible for protecting themselves from HIV infection and cutting off the HIV transmission to their family members or to those with whom they have sexual relationship by using condoms always and correctly using condoms and having blood test to look for HIV if in doubt of facing its infection. Do not be discouraged! If the test results are positive indicating that you are infected with HI, you are asked to receive treatment immediately at doctors’ advice.
At the end, His Excellency also requested all ministries, institutions, and stakeholders as well as every individual to continue to join as a “national trend” to prevent the spread of HIV/AIDS in compliance with the highest recommendation of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia.
