Senior Minister His Excellency Ieng Mouly Holds Working Meeting With Mr. Yann Derriennic, Cambodia Country Director of Health Policy Plus (HP+)
Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, held a working meeting with Mr. Yann Derriennic, Cambodia country director of the Health Policy Plus (HP+), at the authority’s headquarters on the morning of Thursday, October 31, 2019, with the participation of top NAA managers and HP+ technical advisers.
The meeting centered on the process towards sustainable response to the spread of HIV and on the quest for feasibility of expanding the national budget responsibility for granting funds for civil society organizations to carry on with the task of preventing HIV transmission among high-risk people and boosting funding for antiretroviral drugs (ARV) purchase in the 2021-2023 plan. The Kingdom of Cambodia has contributed US$1.5 million annually to the 2018-2020 Global Fund grant project.
The discussion also raised the need for study on seeking further understanding about how the Ministry of Education, Youth, and Sport provides funds for civil society organizations to operate model schools. Recently, the Ministry of Social Affairs, War Veterans, and Youth Rehabilitation offered grants to the organizations for social protection works.
In response, His Excellency the Senior Minister said the National AIDS Authority is currently actively cooperating and having potential mechanisms for implementation with varied ministries and institutions as well as with the Cambodian Red Cross and several partner organizations to introduce preventive measures to thwart this disease from spreading. He asked the HP+ to help look into the situation concerning the spending of the funding granted recently by the Royal Government for drugs purchase. He also asked it to help clearly identify what are the preventive interventions necessary to be undertaken up to 2023, how much funds are needed, and which are the institutions responsible for being the firm foundation to make decisions to seek financial support.
