In attendance at this event were over 200 participants consisting Excellencies, Lok Chumteav, Ladies, and Gentlemen, top managers of the National AIDS Authority; head, deputy head, and members of the working group assisting the district and communes; the district governor; commune chiefs; commune council members, and teachers from the district’s 15 communes.
Following a report presented by the acting district governor, His Excellency the Senior Minister said, we use October 5 as the Teachers’ Day celebration. We respect our teachers and constantly remember their good deeds. This is the tradition and customs to remind our children grandchildren not to forget the teachers’ kindness. He added that during the recent Pchum Ben festival celebration, while it was quiet in Phnom Penh, tourism was thriving and people flocking to make merit. Moreover, according to Samdech Decho, there are four points: 1) peace, 2) good infrastructures, 3) transportation means owned by the people, and 4) decent incomes enabling the people to make leisure trips. This is in contrast to the claim by the oppositionist group that the country is currently in turmoil and there are usurpation of power and oppression of people.
His Excellency the Senior Minister pointed out that Sam Rainsy is absolutely incapable to lead the country. Even within his party, he is unable to unite. He announced that he would enter the country on November 9, but there is no concurrence from Kem Sokha’s faction, and those who go to greet Sam Rainsy will be punished. Nonetheless, we will use November 9 as the day to consume pounded rice flakes with a view to defending the nation, religion, and king. Therefore, we must not become involved with the 9 fingers group.
He asked the teachers to be cautious and not fooled by the propaganda that Sam Rainsy’s being in power would lead to progress. Now, the options the opponents have are: 1) if they supported Sam Rainsy’s regime overthrow, they would not be able to dodge jail and 2) if they are fond of democracy, they should take part in elections.
At the end, His Excellency the Senior Minister recommended the teachers to advise students as well as children and grandchildren not to believe in the opposition’s misleading propaganda and to preserve hygienic environment in villages and communes.
After completing the October 5th Teachers’ Day celebration, His Excellency the Senior Minister then led the monthly meeting of the working group assisting Basedth District. He advised the helping group and the district and commune administrations to focus attention on activities carried out by the opposition towards November 9. They were poised to enter and stage military coup. Whether Sam Rainsy is able to do it or not depends on the subnational level.
After the acting district party president made the September report and commune chiefs reported the situation in their respective localities, His Excellency Satya Vuth advised that the rebels not to be valued. He also asked that the district party present report on work results and objectives at meetings.
Before concluding the meeting, His Excellency the Senior Minister advised the working group as well as district and commune authorities to get ready to organize the celebration of the pounded rice flake consumption to defend the nation, religion, and king on November 9, and celebrate the Teachers’ Day in all the communes. In addition, efforts should be exerted to deal with environmental works in communes, schools, and factories, and summary reports and conclusions should also be presented at meetings.
