His Excellency Senior Minister Ieng Mouly:

The first meeting of the working group assisting to strengthen Basedth District took place under the presidency of Senior Minister Ieng Mouly, member of the Cambodian People's Party Central Committee and head of the central working group aiding Basedth District, at the office of the Cambodian People's Party in the district on the morning of July 20, 2019, with the participation of approximate 350 people. They included H.E. Satya Vuth, MP of Kampong Speu Constituency; ladies and gentlemen, the leading managers of the National AIDS Authority; heads, deputy heads, and members of the working group assisting the communes and Basedth District; village and commune party chiefs, and heads of the district’s high school, health center, and armed forces as well as administrative posts’ representatives.

After Mr. Chheun Sothun, acting party chief of the district, read a report on the July work results and set targets for August, the Senior Minister permitted the heads of the working groups assisting the communes to present reports and raise diverse issues. Mr. Satya Vuth then made remarks saying a party was a gathering of people with common goals. So, if a report were not yet approved collectively, it should be presented as a draft. According to reports, he added, while Basedth District had held meetings regularly, other districts had not yet done so. He said he wished to devote himself to supporting Basedth District, and he asked that the district’s Facebook account be set up to attract more support to be used for counterattack.

The people’s representative added that in view of the election results, we should keep strengthening our party structure. Moreover, he said, all of us should clearly comprehend about rights, power, roles, consolidated solidarity, and internal unity. He pledged to use the three-month time periods to visit all the 15 communes, and he said that before they were incorporated as party members, people had to undergo training first.

The Senior Minister concurred with the remarks by MP Satya Vuth, considered him a doctor in party works, who would analyze, dissect, and deal with problems in Basedth District.

Afterwards, chiefs and heads of the working groups of the communes of Basedth, Kat Phluk, Nitean, Pheakdei, and Phong took the floor one after the other, reporting on the various issues occurring in their respective localities, including their efforts in issuing party IDs to all the members so as to turn each of them into a vote, doing good things, and nurturing the movement.

Addressing the meeting, the Senior Minister commended Phong commune’s chief for having come to live with the Cambodian People's Party. He added that our party does not differentiate between the new and old comers; that is, we are of the same blood. The party’s goal is to hold onto power for a long time to ensure the nation’s lasting peace. For the oppositionist clique, now they have two options only: 1) to join the election democratically and 2) to act unlawfully as rebels.

He pointed out, do not pin hope on the international community, for the current situation is far different from the situation during the period of the 1991 accord. Overseas oppositionist clique is now completely impotent. They claim that foreigners deny recognizing us. However, thus far, there has been no country severing the diplomatic relations with Cambodia yet. They refuse to take part in elections is because they forsake the democratic path. Currently, they are inciting their unlawful opposition groups to foment turmoil with the intent of staging color revolution to seize power illegitimately. However, if they persist on acting as such, they will be cracked down on unavoidably. As for EBA, it is an issue of whether or not to pay taxes, but not closing markets. Those having to pay taxes are European people instead. As for problems facing the factories based in Cambodia, we have resolved them already.

The Senior Minister added that so long as the ruling party continues to hold power lengthily, our district and commune chiefs will still be in power further. However, we need more backing from the people. In particular, we should drum up growing support from mature youth, reaching the voting age.

He went on to say that the working groups come to assist only and that the direct doers are the communes themselves. He also said that our party wishes to guarantee to the people that, under the Cambodian People's Party leadership, they will enjoy peace. Along with this, we have to thwart the oppositionist activities that will lead to chaos. Our members need to seize the unlawful oppositionist clique’s maneuver and conduct counterattacks against it in a timely fashion.

Before concluding, the Senior Minister offered some pieces of advice as follows:

1. Membership and ID cards should be issued concurrently;

2. The party strengthening work should be carried out constantly and the public-service related issue resolved, and

3. There should be indicators of the increasing or decreasing public order.

At the end, the Senior Minister advised that the three following works should be carried:

1. Peace, security, safety, and public order should be safeguarded at all costs;

2. Serving the public is the required and requested services. The required services should be provided as defined by the law and in a speedy manner. As for the requested services, they are issues that should be raised for the working group and ministries concerned to help resolve them, and

3. Efforts should be exerted to deal with environmental problems, because trash is the enemy of tourism. Programs should be jointly organized by communities to clean up environment. We should start the cleaning from the villages in Basedth District by leading students and factory workers to pick up litter. We can evaluate distinctly, realistically, and concretely these works with indicators.
