Senior Minister His Excellency Ieng Mouly Holds Working Meeting With Ms. Dr. Katya Burns, Leader of International Team of Experts in Charge of Joint Evaluation of Health Progress in Prevention of HIV Transmission and Response to AIDS

Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, held a working meeting with Ms. Dr. Katya Burns, leader of the International Team of Experts in charge of the joint evaluation of the health progress in the prevention of HIV transmission and response to AIDS at the authority’s headquarters on Thursday, June 6, 2019.

His Excellency the Senior Minister warmly welcomed the presence and mission of the working team headed by the madam doctor to assist the fight against the spread of HIV and response to AIDS in the Kingdom of Cambodia to achieve better results.

He informed her of the political support and assistance rendered by Samdech Akka Moha Sena Padei Techo Prime Minister in the prevention and control of the HIV spread and response to AIDS, which have achieved successes successively and gained recognition from the United Nations. Vision, leadership, and multisectoral coordination mechanisms of the Royal Government’s ministries and institutions as well as of all stakeholders have contributed as a national movement in the fight against the HIV spread and as response to AIDS.

While assistance from abroad continues to decline, the Royal Government of Cambodia has consecutively increased national budget every year for the provision of care and treatment to people living with HIV. Especially, the Royal Government has recently issued guidance on the organization of the coordination mechanisms at national and subnational levels for the integration of the prevention of HIV spread and response to AIDS, with a view to turning them into a more effective national current, enabling us to move towards cutting of HIV transmission by 2025, putting a halt to discrimination against people living with HIV, and cutting down the rate of mortality due to AIDS.

His Excellency the Senior Minister recommended the international experts to assist in undertaking study to seek ways to implement the health sector response, with supportive multisectoral mechanisms, in compliance with basic Guidance No. 231 SCN dated 21 February 2019.

The Royal Government’s guidance has mainly centered on rendering the multisectoral support more vigorous, including:

1. Assistance in providing resources and capacity to Communes and Sangkat administrations, allowing them to control the response to AIDS more effectively in localities;

2. Social protection for people vulnerable to HIV transmission and people living HIV;

3. Providing the health sector with the possibilities of making use of funds and integrating a variety of necessary supports to offer care and treatment to people living with HIV in their localities;

4. Conducting study of national resources and budget for fighting AIDS;

5. Participation of civil society in assisting the activities of prevention as well as of care and treatment dispensed at local community levels, where state coordination mechanisms are not yet full-fledged and timely, and

6. Enhancing the mechanism and efficiency in supplying human resources, finance, drugs, and information technology and scientific equipment, according to the needs.

Ms. Dr. Katya Burns profoundly thanked His Excellency the Senior Minister and accepted fully the National AIDS Authority’s recommendation. She also requested holding more working talks with His Excellency the Senior Minister and his expert colleagues at the National AIDS Authority while carrying out the evaluation work, and she would present opinions to the Ministry of Health and institutions concerned.
