His Excellency Senior Minister Ieng Mouly Opens 2019 First Plenary Meeting of “National AIDS Authority” in Kep Province

His Excellency Senior Minister Ieng Mouly, Chair of the National AIDS Authority, opened the 2019 First Plenary Meeting of the “National AIDS Authority” at Sangkeakhak Mit Koy in Kep Province on June 5, 2019, which was attended by the ladies and gentlemen, chairs of the AIDS Committees of ministries, state secretariat, capital city, provinces, and Cambodian Red Cross; Deputy Governor Ung Chhay, representing the governor of Kep Province, and several other leading managers of the authority.

At the meeting, Senior Minister Ieng Mouly complimented the ladies and gentlemen for having focused physical, mental, and spiritual efforts on jointly leading, managing, and coordinating the comprehensive multisectoral response to combat AIDS at all levels, until proud successes had been attained one after another over the first six months of 2019.

The Senior Minister also expressed his profound grateful thanks to Samdech Decho Hun Sen, Prime Minister of Cambodia, for his wise decision on introducing measures related to the response to HIV and AIDS, through issuing Notification No. 213 SCN.SS dated Thursday, 21 February 2019, of the Royal Government of Cambodia with a view to more vigorously spurring the National AIDS Authority and people concerned to carry out their tasks to respond to HIV and AIDS more efficaciously.

He added that referring to Sub-Decree No. 109 dated October 23, 2006 on the organization and functioning of the National AIDS Authority and the 2019 planned action plan, the National AIDS Authority’s plenary meeting should take place regularly every six months. Hence, today’s meeting was the first one  held in early 2019 to jointly review the progress, achievements, and effectiveness of the national response to fight AIDS during the first six months of 2019. It included making use of this great opportunity to have mutual learning and especially to jointly discuss some shortcomings that needed to be resolved during the ladies and gentlemen’s participation at this point in time. On top of this, the meeting would also set out a number of decisions in principle to be used by technical working groups to map out key action plans for further implementation over the remaining six-month period of 2019.

The Senior Minister drew the attention of the meeting that the Royal Government of Cambodia had taken a decision in principle with high resoluteness to eradicate AIDS by clearly defining the three zeros--“No new HIV transmission, no discrimination against HIV carriers, and no death caused by AIDS”—and move forward toward achieving the strategic 95-95-95 targets (95% of HIV carriers are all aware of their status, 95% of HIV carriers have already been diagnosed and regularly received antiretroviral therapy, and 95% of those receiving antiretroviral therapy have gained high effectiveness in bringing down their viral loads) by 2025.

Overall, our Cambodia is being on the right track. We are acting correctly in the realistic hope toward wiping out AIDS as planned, thanks to our Cambodia having already possessed highly effective necessary factors. They are Samdech Akka Moha Sena Padei Techo Hun Sen’s high political determination of long-term perspective support in addition to a sufficient number of factors, such as sustainability of comprehensive multisectoral participation against HIV/AIDS from national institutions, development partners of friendly countries, international institutions, civil society, private sector, networks of HIV and AIDS carriers, and so forth. There are also systems constantly monitoring HIV/AIDS spread; a single leading, managing, and coordinating institution at national and subnational levels; a single national strategic plan, and a tracking and assessing national system with high efficaciousness.

Like various countries in the world and in the region, the problems facing Cambodia thus far and in the future are human resources, requiring full capacity building from the latest scientific strategies, resources, equipment for information technology utilization, and funds. They are the top challenges to the response to HIV and AIDS. Therefore, it requires the participation of Your Excellencies, Lok Chumteav, ladies, and gentlemen, in using all possibilities to mobilize resources from all sources, including ensuring the spending of existing resources with high efficiency, and avoid spending more but getting less benefits or overlap expenses.
