
The Global Fund’s Third Western Pacific Region Constituency Meeting, which lasted for two days, from 6 to 7 May, was kicked off at Hilton Port Moresby in Papua New Guinea on the morning of 6 May 2019. Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority and member of the Global Fund Board of Directors, and Her Excellency Roslyn Morauta, alternate member of the board, led the meeting.
In attendance at the meeting were His Excellency Pascoe Kase, Secretary of State of Papua New Guinea’s Health Ministry; Catherine Wilson, Australian deputy high commissioner to Papua New Guinea; Dr. Percy Pokea, representative of Her Excellency the US ambassador to Papua New Guinea; David Bridger, country director of UNAIDS and representative of the United Nations to Papua New Guinea; Ms. Raegan Boler, senior official of the Global Fund Board of Directors; UNAIDS technical advisers in Asia Pacific region, and representatives of facilitation mechanisms from Cambodia, Fiji, Kiribati, Malaysia, Micronesia, Papua New Guinea, the Philippines, Samoa, Vanuatu, and Vietnam.
The meeting was held to:
1) Provide a forum for updating and sharing information to facilitate the full acquisition of data among the constituency members and leaders;
2) Discover ways to improve the relations among the constituencies and boost participation in the Global Fund’s governance;
3) Find out issues among the constituency members and prepare comprehensive responses for the constituencies that might be submitted to the 41st Global Fund Board of Directors Meeting;
4) Update the 2017-2019 action plan and budget of the Western Pacific Region Constituency;
5) Review and amend the guidance on the Western Pacific Region Constituency’s operations, and
6) Submit a statement of the Western Pacific Region Constituency to the 41st Global Fund Board of Directors Meeting to be held in mid-May 2019.
Following the opening speech given by the Secretary of State of the Papua New Guinean Ministry of Health, His Excellency Ieng Mouly, Chair of the National AIDS Authority, delivered a speech welcoming the colleagues from the regional constituency, technical advisers, and participants in the meeting and congratulating Her Excellency Roslyn Morauta on her election as vice chair of the Board of Directors.
Moreover, the Excellency encouraged all the partakers to join sharing information pertaining to the progress of and reviewing the guidance on the operation of the Western Pacific Region Constituency to ensure transparency, effectiveness, and efficiency in accordance with regulations, rules, and efficient operations of the Global Fund. He also encouraged all the participating members to discuss actively the next funding cycle, whose sixth mobilization cycle will take place in October this year, in order to secure the 2020-2022 funding.
