H.E. Senior Minister Ieng Mouly: Thanks to Our joint Commitment and Holistic Approach, Our Cambodia Has Achieved Success in Fighting Against HIV/AIDS
H.E. Senior Minister Ieng Mouly, Chair of the National AIDS Authority, presided over the opening of a consultative workshop to review works performed in 2018 and activities to be carried out in 2019 at Hotel Memoria Palace & Resort in Pailin on the morning of March 4, 2019, with the participation of 102 leading managers and officials of the National AIDS Authority, representatives of the Pailin provincial administration, the Pailin AIDS Committee, Pailin health officials, and technical advisers.
Following short report on Health of Pailin Province by Dr. Yuok Sovan, Deputy Director of the Pailin Health Department, and by His Excellency Thou Phea, Deputy Governor of Pailin Province, and the workshop’s purpose and methodologies announced by His Excellency Teng Kunthy, Secretary General of the National AIDS Authority, His Excellency Senior Minister stated to the participants that we have constantly organized the workshop every year, taking into consideration geographical changes as well. This year, we hold it in Pailin Province, which is connected with Pailin Rose story. We organize this workshop with the aim of reviewing past work results to see what has been done and what shortcomings need further dealing with and to boost the know-how of public servants
His Excellency Senior Minister added that in combating AIDS, we, Cambodia, have set two targets to be reached towards achieving the 90-90-90 targets in 2020 and the 95-95-95 in 2025. Nonetheless, the UNAIDS has proclaimed that we have attained the 90-90-90 targets since 2017 (meaning 90% of HIV carriers are aware of their status, 90% of those aware of their status have received antiretroviral therapy, and 90% of those receiving the therapy have had the lowest viral load.) In the world, only seven countries have achieved the 90-90-90 targets, including Botswana, the United Kingdom, Iceland, Denmark, Sweden, Singapore, and our Cambodia. The report shows that our Cambodia has reached the 90-90-90 targets as follows: the first 90 target, we have realized 86%; the second 90 target, 98%; and the third 90 target, 80%. Therefore, we should comfortably state that all of us would completely secure the 90-90-90 targets in 2020 and the 95-95-95 in 2025.
His Excellency Senior Minister added the fact the world has recognized that our Cambodia has scored success in the fight against AIDS is because we have an institution as the National AIDS Authority. A number of countries are in the process of learning from us. We, consisting of the Royal Government, development partners, nongovernmental organizations, and those concerned, have secured successes due to our resolve to work concertedly. According to Samdech Decho’s statement, to fight AIDS, we have given a shake from head to foot. The authority has attained successes thanks to having ministries, institutions, and provinces as members.
Prior to concluding his speech to open the workshop, His Excellency Senior Minister asserted that the Royal Government’s concurrence as mentioned in the letter of notification No. 213 SCN.SS dated 21 February 2019, setting out six-point measures to respond to HIV and AIDS constitutes the great victory secured by our National AIDS Authority. Hence, we have a myriad of works to perform in 2019.
He advised the leading managers and officials of the National AIDS Authority to jointly conduct debate and study during the two-day program so as to set forth plans for work implementation in 2019 and 2020 before convening an interministerial meeting, thus allowing ministries, institutions, and AIDS committees to be aware of the works to be carried out.
At the end, His Excellency the Senior Minister presented commendation and encouragement to ministries, institutions, capital city, and provinces, the National AIDS Authority members, in particular Pailin Province, which has creativity mind to connect the AIDS-fighting work with drugs. It is good, because while talking about drug law, our working officials could also add the issues pertaining to AIDS and traffic accidents as well. Moreover, we step up workshops, trainings, and meetings in order to inspire the youth. He wished the participants success to be achieved as planned and then declared the workshop open.
